6. Landscaping will be required for surf�:ce pu�ids and basin5 to provide screening and an <br />aesthetically pleasing appeazance. A lands: ape plan must be submitted and approved by <br />the Planning and Public Works Departments during plan review. Landscaping shall be <br />provided outside of the high water mazk and may be required to be i r�clu�led in a separate <br />tract under common ownership. Installation of the landscaping per Cie approved plan is <br />required prior to issuance of a certificate of occupancy. <br />7. Per city standazds, surface drainage facilides including wetponds, detention facilities, <br />vegetated swales, and infiltration facilities shall be located outside the associated buffers <br />of all wetlands, streams, rivers, lakes, or ponds. WeUands may not be used for detention <br />of stormwater. <br />Per City Policies, due to the proximity of the site to environmentally sensitive azeas, <br />seasonal limitations will be placed on land alteration activities on the site. Land <br />alteration activities aze defined in the city's Decipn �d onct � tion 4t ndards an� <br />Specifications as clearing, grubbing, excavation, filling, grading, and stockpiling. <br />Determination of the exact seasonal limitation period requires site specific information <br />generally not available undl the project's desigrt stage. However, preluninary analysis <br />using the informarioa availabie at this dme indicates that clearing and land alteration <br />activities on the project site will be restricted to the period between April 1 and October <br />1. <br />9. Development of the site must not adversely affect the hydrology of the site's wetlands. <br />The quantity and rate of water entering the wetlands, must be determined for current <br />conditions. Under developed conditions a similaz rate and quality of roof drainage or <br />treated runoff must continue to be dischazged to the wetland(s). Prior to application for <br />building permits and plan review by the Public Works Department, a chazacterization of <br />the hydrology of the wetland(s) on or adjacent to this project that may be affected by the <br />development of this site must be submitted to and approved by the Plann:ng and Public <br />Works Departments. The adjacent property owner was required to reconstruct the biofiltration swale along the <br />north east corner of Uus site due to the presence of petroleum contaminated soils. The <br />applicant for this project should be awaze that the pet:oleum contamination may also be <br />present in the wetland on this site. <br />11. Dischazge of water to wetlands shou(d mimic natural dischazges as much as is feasible. <br />Point source dischazges should not be created where they do not naturally occur. <br />Techniques that result in dispersed dischazge, such as dispersion trenches or buried <br />perforated pipe located at wetland bufFer edges, can be used to mimic naturally occurring <br />sheet flow mto wetlands. <br />12. The applicant submitted a request to allow reduction of the required 25 foot setback from <br />top-of-banlc of an environmentally sensitive steep slope to 12.5 feet. In addition, a the <br />proposal involves a reduction in the 75 foot buffer from a Category II wetland to 40 feet. <br />Enhancement of disturbed portions of the buffer has been proposed. A decision will be <br />issued on the proposed buffer width reduction at the time this MDNS becomes final. <br />13. Per city standards, a temporary construcrion chainlink orsolid wooden fence a rninimum <br />of four (4) feet high must be placed along the edge of any wetland and slope buffers prior <br />to the initiation of any land alteration activities on the site.
