�� <br />6. A fire hydrant is required within 200 driving fzet but not cloaer than <br />,;,,� 50 feet of every structure. All fire syatems shall be built within the <br />standarda established by City and State codes and must be approved by <br />the Fire Department. <br />7. Access - The current site plan proposes access via the exiating <br />driveways on Everett Mall Way. However, the driveways do not align <br />with the proposed parking lot driving aisles. The proposed <br />configuration does not provide an acceptable vehicle circulation <br />syatem. The final site plan must provide either an improved internal <br />traffic circulation system or reconfiguration of driveways on the <br />Everett Mall Way frontage and must be approved by the City's Traffic <br />Engineer prior to the issuance of any Permits. <br />Full standard street improvements are required to 7th Avenue S.E. <br />8. Parking - Preliminary approval for a short plat on this property has <br />been previously issued (Short Plat 112-84). The short plat dividea the <br />property into three parcels. A proposed structure of approximately <br />9,155 aq. ft. and including a convenience store win gas pumps and <br />retail apace ia proposed within Parcel 2 of the ahort plat. The Zoning <br />Code parking requirements for this use totals 46 stalls (1 atall/200 <br />sq. ft.). The proposed site plan provides approximately 23 parking <br />stalls within this lot. The propoaed parking within Lot 2 is <br />inadequate for the specific uses located within Lot 2. However, <br />parking propoaed for the total shopping center is appxoximately 325 <br />stalls: Minimum parking required based on the total proposed building <br />f, '' area for the shopping center (57,110 eq. ft.) is 286 parking stalls. <br />Based on thade findinga, the following parking requirements must be met: <br />A. After revision of the aite plan (in compliance with requirements <br />atated in this Final Declaration of Non-Significance), the <br />project muet comply with minimum parking requirementa of Section <br />19.40.020 of the Zoning Code (1 parking atall for each 200 sq. <br />ft. of groas floor area). <br />B. It is recommended that additional parking be provided on Lot 2 of <br />the short plat to insure convenient available parking for the <br />uaes to be located on Lot 2. For the propoaed site plan, the <br />applicant ahall provide non-exclusive parking and access easement <br />agreementa for each parcel within the short plat. The easement <br />agreements muat be approved by the City prior to the isauance of <br />any permits. <br />9. Drainage - A drainage swale which includes a pond exista along the <br />weatern edge of the property• The westernmoat commercial business <br />building is propoaed to be built on pi.ling over the top of the pond. <br />This site is in the North Creek Drainage Basin. A hydraulics permit <br />will be required from the State Departments of Game and Fisheries for <br />any work performed within the stream or ponded area. <br />h� <br />
