Comprehensive Transit Service Plan <br /> EVERETT TRANSIT Executive Summary <br /> It is also recommended that Everett Transit continue to work with the Department <br /> of Planning & Community Development to determine areas within the urban growth <br /> boundary that may be annexed so that ET can develop a transit service plan for <br /> these areas. <br /> Span of Service <br /> It is recommended to extend service to at least 9 PM during all days of Everett <br /> Transit operation and that Everett Transit staff document the demand for evening <br /> services between 9PM and midnight and to implement this service at such point as <br /> that demand has been demonstrated and funding becomes available. <br /> Frequency of Service <br /> In the interest of expanding Everett Transit's market to include more choice riders, it <br /> is recommended that a minimum of 30-minute service be offered on all routes, other <br /> than those operated only during peak hours, between the hours of 6 AM and 7 PM <br /> weekdays and Saturdays and no less than hourly during all other time periods. <br /> Where 60-minute service cannot be justified, another mode of service, other than <br /> fixed route, should be substituted or service should be terminated. <br /> Maximum Permissible <br /> Service Type/Period Headway* <br /> Weekday Peak Hour Local 30 minutes <br /> Weekday Midday Local 30 minutes <br /> Evening Local 60 minutes <br /> Weekend&Holiday Daylight Hours 30 minutes <br /> Commuter 4AM and 4 PM <br /> directional trips <br /> *unless otherwise dictated by special circumstances <br /> Table 1:Service Frequency Recommendations <br /> Target Markets <br /> Everett Transit should aggressively promote transit services to, and design transit <br /> services for, a number of niche markets. Those markets should include: <br /> ❑ Employees <br /> ❑ College Students <br /> ❑ High school and middle school students <br /> ❑ Government employees (City and County) <br /> ❑ Naval personnel <br /> Everett Transit also needs to develop a plan to provide transit services for major <br /> special events, including, but not limited to: <br /> ❑ Everett Aqua Sox baseball home games <br /> ❑ Everett Silvertips home hockey games <br /> ❑ Joint efforts with the Sounder trains to serve Seattle Mariners baseball <br /> and Seattle Seahawks football home games <br /> ❑ Major concerts in the Everett area <br /> "" Perteet Engineering,Inc.
