Comprehensive Transit Service Plan <br /> EVERETTTRANSIT Executive Summary <br /> Demand Response Services <br /> Service recommendations for demand response services have been developed in a <br /> number of categories, including service area, span of service, service frequency and <br /> service eligibility. <br /> Service Area <br /> The Americans with Disabilities Act mandates that demand response services be <br /> made available by Everett Transit to disabled persons within 1/4 mile of all Everett <br /> Transit fixed routes. Currently, Everett Transit maintains service that exceeds that <br /> mandated level by including all areas within the City of Everett in the demand <br /> response service area. It is recommended that Everett Transit continue to follow <br /> the existing service area policy. <br /> Service Span <br /> The Americans with Disabilities Act mandates that complementary demand response <br /> services be made available by Everett Transit to disabled persons during the hours <br /> that the associated fixed route is in operation. Everett Transit currently exceeds this <br /> standard by providing demand response service during all hours during which any <br /> Everett Transit fixed route services are available. It is recommended that Everett <br /> Transit continue to follow the existing service span policy. <br /> Eligibility for Demand Response Service <br /> The Americans with Disabilities Act mandates that complementary demand response <br /> services be made available by Everett Transit to all disabled persons who are unable <br /> to use the fixed route system, for reasons of physical or mental infirmity or due to <br /> an inability to achieve safe access to the fixed route system. Everett Transit also <br /> extends demand response eligibility to all City residents aged 62 or older, regardless <br /> of physical condition. <br /> The eligibility standards applicable to Everett Transit's demand response services <br /> occasioned a great deal of discussion in the course of this project. In the end, the <br /> low utilization of the demand response system by able-bodies elderly (less than 5% <br /> of demand response riders) appeared to dampen opposition to the continuation of <br /> this policy. <br /> Therefore, it is recommended to continue the existing eligibility requirements for <br /> Everett Transit's demand response service with the understanding that services to <br /> the able-bodies elderly shall be eliminated before any reduction in services to <br /> disabled persons is implemented. <br /> Future Considerations <br /> In 2001, Everett Transit expended approximately 17% of its operating budget on <br /> demand response services. The expanded eligibility criteria used by Everett Transit <br /> for its demand response services do not currently appear to present a financial <br /> burden to the City or to Everett Transit. <br /> Perteet Engineering,Inc.
