Comprehensive Transit Service Plan
EVERETT TRANS)] Executive Summary
In the future, the proportion of elderly will grow relative to the general population.
With this relative growth, the demand for demand response services from this sector
will grow even faster. The demand response system, consuming 17% of the
operating budget, was responsible for just 3.5% of all Everett Transit passenger
trips in 2001.
It is recommended that Everett Transit periodically revisit the eligibility requirement
policy for demand response services in light of the changing demographic profile of
its service area.
Program and Policy Recommendations
In addition to the service-related policies described above, recommendations have
been made concerning a number of other policies determining the range of Everett
Transit programs.
Commute Trip Reduction
Currently, employers within the City of Everett having 100 or more employees are
required to participate in the City's commute trip reduction program. It is
recommended that Everett Transit continue to work with these employers to
promote transit and rideshare use among employees and to expand its commute
trip reduction program to include smaller employers, particularly focusing on clusters
of small employers that collectively employ more than 100 persons in a limited
geographic area.
It is also recommended that Everett Transit continue to work with Community
Transit to provide commute trip reduction options throughout Snohomish County.
Customer Information
Everett Transit should make additional efforts to educate the public concerning
locations at which transit information may be obtained, and to aggressively seek out
new outlets for bus schedules, passes and other information materials. Everett
Transit should also aggressively pursue opportunities to work with other
transportation providers to make available transportation information that is non-
specific to any individual system, suggesting alternate travel itineraries that may
include any or all of the transportation options available to the user.
It is also recommended that Everett Transit take responsibility for telephone
customer information services for Everett patrons.
Service Coordination
The need for better coordination of services and programs among the several
service providers operating in the Everett area was the single most-often expressed
opinion in the public input process.
a Everett Transit should work with Sound Transit, Community Transit and
the Washington State Ferries to improve the transfer of passengers
between systems.
Perteet Engineering,Inc.
