<br /> Public Participation
<br /> Public input into the Comprehensive Plan process was achieved through a number of
<br /> processes described below.
<br /> Public Involvement Activities
<br /> Focus groups were held with rider, non-rider and business groups early in the
<br /> process and a follow-up focus group was conducted with riders after alternatives
<br /> had been identified. Follow-up interviews with selected business and human service
<br /> agencies were also conducted later in the study.
<br /> A workshop was held with City officials and managers and stakeholder interviews
<br /> were conducted with two dozen opinion leaders and policymakers throughout the
<br /> course of the project. The names of the interviewed stakeholders are listed on the
<br /> acknowledgements page. A short on-board survey of riders was conducted in the
<br /> fall of 2002.
<br /> Common Themes
<br /> A number of common themes were heard throughout the public participation
<br /> process. Among the most commonly articulated themes were the following:
<br /> ❑ Everett Transit and Community Transit need to improve their cooperation
<br /> in providing complementary services to Everett residents but Everett
<br /> Transit should remain a separate operating entity
<br /> ❑ Educating the public about different transit services available and
<br /> providing a "seamless” transfer system will be the greatest incentive to
<br /> get more people to ride public transit.
