7
TASK 6—HAZARDOUS MATERIALS SURVEY
A general structure survey will be conducted to assess for the presence of asbestos-containing
materials, lead-based paint, and PCB light ballasts in the four (4) houses on the property. The
house on the north end of the property will be purchased and demolished by Everett Community
College, and is not included in this scope.
The survey will not be destructive in nature (i.e.: no breaking through walls or drilling into the
roof)but will only consist of the following elements.
Asbestos Survey
Milbor-Pita will contract a certified AHERA inspector to conduct a survey of asbestos-
containing materials (ASM). The inspection will be conducted in accordance with AHERA
regulation (40 SFR 763 Subpart E 763.80-763.9). The inspection site survey will include the
following:
• Conduct a site survey of potential ACM.
• Collect up to 25 samples of potential ACM's and submit for laboratory analysis.
• Estimate the quantity and types of ACM.
No destructive samples will be collected of roof materials due to concern with voiding the roof
warranty. If no roof material samples are collected, a qualitative judgment will be provided as
to the possibility of ACM's in the roof.
Lead Paint Survey
Milbor-Pita will contract with an EPA-accredited lead-based paint inspection firm to conduct a
complete lead-based paint survey. Up to 25 paint samples will be collected and tested for total
lead.
Light Ballast Screening Survey
Prior to 1979, PCB-containing soils were commonly used in transformers and florescent light
ballasts, after which this use was banned. Light ballasts manufactured after 1979 are labeled
with"No PCBs." Light ballasts without the labels are assumed to be PCB-containing. Selected
light fixtures (transformers and light ballasts) will be inspected for "No PCBs" labels.
Transformers will be inspected for labeling. The number of potential PCB-containing light
ballasts and transformers will be estimated and quantified, where practical.
TASK 7—OPTIONAL SERVICES
This item was included in the Phase 1 Contract and no additional budget is submitted for this
supplement.
TASK 8—30% STORMWATER DESIGN
Deliverables
• Stormwater Technical Memorandum
30%SCOPE OF SERVICES, PAGE 14 OF 16 3 3 •
North Everett Transit Station
July 29,2005
