In order for a PRD to be approved within the City of Everett, the requirements as <br /> set forth in EMC 19.32 must be satisfied. Those standards have been identified <br /> in-finding #8. The manner in which these standards are satisfied are set forth in <br /> findings #27 through #33. <br /> RECOMMENDATION <br /> Based upon the preceding Findings of Fact and Conclusions and testimony and <br /> evidence submitted at the public hearing, it is hereby recommended to the Everett City <br /> Council that the Planned Residential Development which involves a rezone from R-3, <br /> Multiple-Family Low Density Residential, to an R-3/PRD designation and a.subdivision <br /> creating 20 lots with 20 single-family dwellings on 9.7 acres of land located at 2316 — <br /> 12th Street, Everett, Washington, be approved subject to the conditions listed below: <br /> 1 . Lot design/configuration for this plat shall be as shown on the preliminary plat <br /> map on file with the Planning & Community Development Department. Any <br /> changes in lot design/configuration will require approval by both the <br /> Planning/Community Development and Public Works Departments. <br /> 2. Final Site Plans: Final site plans are to be submitted to the Planning/Community <br /> Development Department that are in substantial compliance with the approved <br /> preliminary development plan. <br /> 3. Final Landscaping Plans: A final landscaping plan is to be submitted to the <br /> Planning/Community Development Department for approval. The plan must be <br /> in compliance with the approved preliminary landscaping plans and EMC <br /> 18.16.080. The plan must address the following: <br /> a. A detailed final plan for the entire site identifying: the landscaping buffers; <br /> the streetscape (street trees at 1-30 feet); the location of plant material; <br /> the specific plant type; and, the size and quantities of the plants. <br /> b. A typical lot detail for each building plan showing front, rear, and side yard <br /> plantings, with location of plant materials and specific plant types, sizes, <br /> and quantities. Fencing or planting for yard areas must be approved by <br /> the Planning/Community Development Department. <br /> c.
