the remaining portion of"SMLD5"just south of the Carnegie Building
connection.
Laterals"SMLD3", "SMLD7"and"SMLD 10", beginning at manhole"SMHD3"
at the west edge of Oakes and extending east through manhole"SMHD7"and
manhole"SMHD10"in the east-west alley south of the Work Release Building
and terminating at manhole"SMHD 12"at the west edge of Lombard, must be
removed. These laterals serve the Administration Building, the parking garage,
and surrounding courtyards. Relocation may take several routes. Service must be
maintained during relocation of the lateral and during demolition of the parking
garage.
Lateral SMLD12 from SMHD 12 to SMHD 15, serving portions of the campus.
routes combined sewer flows under the Everett Senior Center at the northeast
corner of Pacific Avenue and Lombard Avenue. The City Public Works
Department wishes to abandon this line. Public Works has instructed that
combined sewage flows to this line be redirected north to discharge into the
existing combined sewer at the intersection of Wall Street and Lombard Avenue.
Lateral "SMLD23" from "SMHD23"to Wall Street must be removed for
construction of the new parking garage. Additionally, most of the private storm
drains and sanitary sewer services on the campus would require removal and
relocation as a result of new construction. Any lateral requiring relocation must
be sized to accommodate peak combined sewer flows.
Construction for relocating laterals "SMLD3", "SMLD7" and "SMLD 10"would
require closure of Oakes Avenue and Wall Street. Construction time is estimated
to be about 7 weeks. In addition, construction would require closure of Lombard
between Pacific and Wall for up to 6 weeks. Portions of the roadway may be
reopened as work proceeds by providing temporary paving and patching.
It should be noted that a City combined sewer lateral located in the vacated alley
west of the Mission Building passes under the Courthouse. This lateral conveys
flow from offsite areas to the south in addition to serving the Mission and
Courthouse buildings. No new building development is currently planned along
this lateral;however, any future plans should consider impacts of this lateral.
Water The new main in Oakes must connect back into the City's system, either via a
crossing at Pacific, or via a new 8-inch line running west or east along the north
side of Pacific to Rockefeller or Lombard. The existing 6-inch main extending
south across Pacific is an old, cast-iron pipe, which may or may not be adequate
depending upon the condition of the existing main and the extent of disturbance
and/or damage, which may result from replacing the main to the north.
Drainage Conveyance of the storm-water from the site must meet City Standards. With
regards to the retaining walls for the parking garage in particular, drainage must
be provided so that water pressure cannot build up behind any walls. Detailed
drainage plans for each stage of development must be reviewed and approved by
the City prior to issuance of construction permits for that development stage.
Development Agreement Page 19 Snohomish County
Campus Redevelopment Initiative
