Fire A fire lane or fire department access is required to within 150 feet of all portions <br /> of the ground floor of any building. <br /> Access to the north entrance to Broadway Plaza (2000 Wall Street, between <br /> Lombard and Broadway Avenues) and to the existing Jail (sally port and public <br /> entrance) during construction will be maintained for EMS response. <br /> Since the reception area of the jail is staffed 24 hours per day, emergency access <br /> can always be achieved. If this situation changes and at the request of the Fire <br /> Marshal,a key box would be installed in an accessible location in order to access <br /> the secured openings of the Jail. <br /> Fire flow must be maintained at 3,125 gallons per minute(gpm). <br /> Water service to fire hydrants shall be maintained around the site during <br /> construction. Any temporary elimination of fire hydrants during construction <br /> must be approved by the City Fire Marshal. <br /> Telecommunications <br /> Telecommunications must be maintained to the entire campus and the satellite <br /> offices during construction. <br /> Air Quality <br /> The Washington State Clean Air Act requires the use of all known, available, and <br /> reasonable means of controlling air pollution, including dust. Dust generated <br /> during construction activities can be controlled by wetting those dust sources <br /> such as areas of exposed soils, washing truck wheels before they leave the site, <br /> and installing and maintaining gravel construction entrances. Construction <br /> vehicle track-out is also a major dust source. Any evidence of track-out can <br /> trigger violations and fines from the Department of Ecology (DOE) or the Puget <br /> Sound Clean Air Agency(PSCAA). <br /> ■ Construction contractors must be informed of requirements to comply <br /> with the PSCAA regulations requiring all reasonable precautions be <br /> taken to minimize fugitive dust emissions. <br /> Dust produced by construction will be reduced by several techniques as directed <br /> by the City public works inspector. <br /> • Areas of exposed soils such as storage yards and construction <br /> roadways should be sprayed with water or other dust suppressants. <br /> • Roads and other areas that might be exposed for prolonged periods <br /> will be paved, planted with a vegetation ground cover, or covered <br /> with gravel. <br /> • The amount of soils carried off the construction area by trucks will <br /> be reduced by wheel washing and covering dusty truckloads as <br /> necessary. <br /> • Soil that does escape the construction area on exiting vehicles will be <br /> reduced with an effective street-cleaning effort. <br /> Development Agreement Page 20 Snohomish County <br /> Campus Redevelopment Initiative <br />
