4 <br /> Emissions from construction equipment and trucks will be reduced by: <br /> • Using well-maintained equipment. <br /> • Avoiding prolonged periods of vehicle and equipment idling. <br /> • Scheduling construction truck traffic to minimize congestion during <br /> peak travel times. <br /> The air handling equipment in the underground parking garage (garage <br /> ventilation system) must be designed, installed, and operated so as to insure <br /> vented emissions are adequately distributed to the outside and do not negatively <br /> impact air quality in the parking garage. <br /> Seismic All facilities will be designed according to the seismic requirements of the <br /> Uniform Building Code. <br /> Historic Resources <br /> The exterior of the Carnegie Building shall be preserved as it exists today except <br /> for the ADA ramping. <br /> The Carnegie Building may be used as a temporary home for the Work Release <br /> program during construction of the new Jail. <br /> All the monuments will be treated with care in removal, storage and re- <br /> installation as the County completes construction. The new design of the campus <br /> shall help unify the monuments with the new and remodeled buildings as well as <br /> the public plaza. <br /> Environmental Health <br /> The County shall undertake abatement for rats and other pests prior to demolition <br /> of any buildings on campus. <br /> Hazardous Material <br /> The phase I environmental site assessment must be completed and any necessary <br /> mitigation measures included in that assessment must be implemented. <br /> If contaminated soils are found through further testing of the site, these soils will <br /> be excavated and disposed of properly. Disposal must be in compliance with all <br /> applicable MTCA requirements. <br /> Removal of the Asbestos Containing Materials and Lead-based Paint will occur <br /> prior to demolition using appropriate procedures. Removal of these materials <br /> must be in compliance with all applicable PSCAA and DOE requirements. <br /> Noise The following actions will be taken to reduce the potential for off-site noise <br /> impacts due to construction activities. <br /> • Construction equipment will be properly maintained and strategically <br /> placed on the property as to reduce the noise impacts. <br /> • All equipment designed to be used with mufflers will be fitted with <br /> correctly sized and properly functioning mufflers. <br /> Development Agreement Page 21 Snohomish County <br /> Campus Redevelopment Initiative <br />
