• Stationary equipment that makes noise shall be placed as far as <br /> possible from off-site sensitive receivers while still being able to use <br /> the equipment as needed. <br /> • Equipment expected to be idle for more than 30 minutes either shall <br /> be turned off or located more than 200 feet from sensitive receivers. <br /> • To the extent feasible and practicable, material staging areas, parking <br /> areas, and any other enterprises whose noise may disturb nearby <br /> sensitive receivers shall be located as far as feasible from these <br /> receivers. <br /> Noise producing construction activities will be limited to the hours <br /> between 7 a.m. and 10 p.m. on weekdays and 8 a.m. to 6 p.m. on <br /> weekends and holidays. <br /> A noise study for any underground parking garage ventilation equipment <br /> shall be conducted to evaluate the potential sound levels from this <br /> equipment at the First Presbyterian Church. Noise mitigation shall be <br /> designed to ensure that noise from this equipment does not exceed 52 <br /> dBA at the church. <br /> Any rooftop air handling (HVAC) equipment on the new jail and <br /> administrative buildings must be designed to meet Everett's noise <br /> ordinance and include noise mitigation to insure that noise levels at <br /> District I receiving properties do not exceed 57 DBA during daytime <br /> hours and 47 DBA during nighttime hours. <br /> Traffic The campus expansion proposed for 2005 (site plan, attachment A) will <br /> generate about 120 net new PM peak hour trips, assuming that the CTR <br /> goals are achieved. This will require a mitigation fee of$108,000 ($900 <br /> per PM peak hour trip). <br /> Additional expansion of courts or other facilities will require payment of <br /> additional mitigation fees. <br /> Access must be maintained to adjacent uses during construction <br /> The County must: <br /> • Develop a secured storage room and/or covered lockable bicycle <br /> lockers for 75 to 100 bicycles in the proposed underground parking <br /> garage. The bicycle facility should be located on the first <br /> underground level for ready access to the adjacent street and it <br /> should be adjacent to elevators into the buildings and to change <br /> rooms that have showers and personal lockers for at least these <br /> cyclists. <br /> • Encourage bicycle use by customers and visitors to the campus by <br /> careful placement of bicycle racks on the campus where they are <br /> visible and easily accessible to the customer and where they provide <br /> security for the bicycle. <br /> • Integrate the wayfinding system into the internal pedestrian systems <br /> within the buildings on campus and integrated with other vehicular <br /> Development Agreement Page 22 Snohomish County <br /> Campus Redevelopment Initiative <br />
