Snohomish County Campus Redevelopment Initiative <br /> Transportation Impact Analysis <br /> Executive Summary <br /> The Transportation Element of the Campus Redevelopment Initiative includes specific mitigation <br /> recommendations for the near-term (2005)and a general analysis for the long-term(2020). <br /> Parking <br /> The County currently has about 724 off-street parking spaces in the three-block area of the <br /> downtown campus. There are about 156 additional spaces that the County owns or leases in the <br /> downtown area for a total of about 880 off-street parking spaces. <br /> The County proposes adoption of very aggressive Commute Trip Reduction (CTR) measures. and <br /> other parking management programs, such as non-reserved or "festival" parking rather than <br /> providing reserved parking spaces for employees and fleet vehicles. These measures support the <br /> City of Everett's Comprehensive Plan and Growth Management Act goals. On this basis, it is <br /> estimated that a minimum of 1,385 off-street parking spaces will be required for the proposed <br /> campus expansion by 2005 as shown on Table A. If these CTR and parking management <br /> measures are not taken, the parking demand will be much greater. <br /> Table A <br /> Recommended Off-street Parking Facilities <br /> (Assuming"60%SOV"CTR, Festival Parking and Other Management Measures) <br /> 2001 2005 <br /> Employees 835 1,000 <br /> Fleet 190 220 <br /> Jurors 80 80 <br /> Visitors 80 85 <br /> Total Demand 1,185 1,385 <br /> The County proposes that the existing above ground parking garage fronting on Oakes Avenue <br /> will be demolished and that a new underground parking garage will be constructed for 1,200 <br /> vehicles. Further off-street surface parking is provided at a number of other locations on the <br /> three-block campus and on the block north of Wall Street. Minimal staff-only parking facilities <br /> will be retained underneath both the existing jail and the existing Courthouse. <br /> Vehicular Access <br /> Two separate access ramps are proposed for the 1,200 space underground parking garage to <br /> provide safe access in the event of a closure and to provide traffic dispersion. One access ramp <br /> will be located along Oakes Avenue in the general vicinity of the entrance to the existing garage. <br /> The second access ramp is proposed on Pacific Avenue at the intersection of Rockefeller Avenue <br /> where traffic can exit directly to this principal arterial at an existing traffic control signal. <br /> Access to the sally port at the jail will be primarily from Wall Street and Pacific Avenue with <br /> trucking access from Lombard Avenue. Access to the existing surface lot north of Wall Street <br /> will be maintained on Wall Street and Rockefeller Avenue. <br /> CR1 Transportation Impact Analysis Page 1 June 2002 <br />
