Other industry standards for special land use elements of the County Campus Plan were <br /> found in previous reports. The HDR Concept Design Summary Report on the Snohomish <br /> County Regional Justice Center dated 12/28/2000 cited two references: <br /> • Dan Wiley & Associates recommended using four parking spaces per 1,000 square <br /> feet of building area for District Courts, and <br /> • Omni-Group recommended using 0.235 parking spaces per bed for the Pre- <br /> Adjudication Center. Omni Group further suggested that 75% of the spaces were for <br /> staff and 25% of the spaces were for public use. They also suggested that a 30% <br /> reduction of staff spaces and a 15% reduction of the public spaces could be attributed <br /> to bus and carpool use. <br /> The current jail is rated at 400 beds although far more inmates are housed there today. <br /> The new jail is scheduled for an additional 640 beds to be constructed for a total of 1,040 <br /> beds. If the Wiley /Omni-Group standards are applied for the jail and justice components <br /> of the County Campus plan in lieu of City Code requirements, then the parking <br /> requirements would be about 1,200 parking spaces today and more than 2,300 parking <br /> spaces by 2005. <br /> None of these standards are considered to be relevant for the Snohomish County <br /> facilities. <br /> 6.3 County CTR Goals and City GMA Goals <br /> The County Campus is a Commute Trip Reduction (CTR) employer. Its goal is to reduce <br /> employee commuter travel by SOV to 53% of non-exempt work trips. Currently, we <br /> estimate that 71% of all county employees are SOV commuters. If the County was <br /> successful in meeting this goal, primarily by increased use of transit and vanpools, it <br /> could reduce the employee parking demand by about 23%. <br /> A reduction of about 10% of the parking demands might also be possible with jurors if <br /> the automatic issuance of parking permits was replaced by bus passes. Courts in King <br /> County and Pierce County issue bus passes to jurors when they are summoned. Jurors <br /> who wish to drive must find and pay for their parking. <br /> The County has a relatively good CTR incentive program but it still fails to meet its <br /> goals. If these aggressive CTR goals were met today, the employee parking demand <br /> would be reduced to about 950 parking spaces. If this type of travel behavior was <br /> attained in the future, a total of about 1,000 employee parking spaces would be required <br /> by 2005. <br /> The City of Everett published travel behavior goals for different zones in the City in its <br /> Comprehensive Plan of 1994 to meet its requirements under the State 1990 Growth <br /> Management Act (GMA). The City's overall goal for commute travel to downtown <br /> Everett was 55% SOV, 17% transit, 19% carpool and vanpool, 5% walk or bicycle and <br /> 4% elimination or substitution (eg telecommute). These goals were to be achieved by <br /> 2012. <br /> While it is highly unlikely that the City will achieve these goals by 2012, it remains a <br /> long-range target.
