could be reduced by about fifteen percent in the afternoon peak hour due to the improved <br /> parking facilities and direct access to Pacific Avenue. <br /> 8.7 Truck Access <br /> The location of truck access is also subject to detailed design of the new campus <br /> facilities. At this time, it is envisioned that primary truck access to the jail facilities will <br /> occur on Lombard Avenue. Some truck access may occur to restricted facilities from <br /> Pacific Avenue. <br /> It is expected that there will be about 65 to 70 inbound vehicle trips and 65 to 70 <br /> outbound vehicle trips generated in the secured area of the sallyport each weekday. <br /> While most of this traffic will be cars and vans, about two or three trips per day will be <br /> buses. The primary access for this traffic will be from Wall Street, with an alternate <br /> access proposed on Pacific Avenue. <br /> The access to Pacific Avenue must be designed and operated with particular care, since <br /> Pacific Avenue is a designated Principal Arterial street in the City of Everett and new <br /> driveways are prohibited. The design of the new Justice Center requires this second <br /> access for security reasons. However, it is recommended that the Pacific Avenue access <br /> be used only for traffic exiting the sallyport except in emergency cases where the Wall <br /> Street access may be blocked. The sallyport walls along Pacific Avenue must be cut back <br /> at angles to ensure that pedestrian and vehicular sight visibility for exiting vehicles is <br /> maximized. Additional warning lights and audibles may be required. If the Pacific <br /> Avenue access must be used for ingress on a regular basis, then the gates to the sallyport <br /> must be set back at least one bus length(about 50 feet) behind the back of the sidewalk. <br /> Trucking access will be on Lombard to a new loading dock in the southeast corner of the <br /> site. About ten trucks per day will arrive and depart from the loading docks. Most of <br /> these vehicles will be single-unit trucks or panel vans that will drive in from Lombard <br /> Avenue and maneuver within the loading dock area. However, tractor-trailer trucks will <br /> need to back in from Lombard Avenue. Many of these trucks currently off-load from <br /> curbside on Lombard. About two to three tractor-trailer trucks are expected to deliver <br /> food and general supplies to the jail every day. <br /> Truck access to the Administration building site would occur from Oakes or Pacific <br /> Avenue. Because of the principal arterial and truck route classification of Pacific <br /> Avenue, no backing-up maneuvers would be allowed on Pacific Avenue. Plans of the <br /> loading zones and truck access are not developed at this time. <br /> Limited truck access may also occur to the County Courthouse from Wetmore Avenue. <br /> 8.8 Traffic Impact Summary <br /> The traffic analyses indicate that all of the alternatives considered will result in <br /> acceptable traffic operations. <br /> CRI Transportation Impact Analysis Page 36 June 2002 <br />
