10. Construction Impacts <br /> 10.1 Potential Construction Schedule <br /> Construction activities could start as early as June 2002 with building demolitions on the <br /> justice center block and the administration building block. The existing parking garage <br /> could be demolished as early as August 2002. Most construction activities will extend <br /> through until 2004. Construction activities will result in disruption or relocation of <br /> existing County services, loss of existing parking facilities, additional construction <br /> parking demands and additional constructi n traffic. <br /> 10.2 Potential Road Closures <br /> Road closures will have some impacts on the construction activities and on the access and <br /> circulation of existing traffic. Hewitt Avenue will be closed in stages throughout 2002 <br /> for reconstruction of storm and sanitary sewers leading to some detour routes and <br /> relocated parking demands. <br /> Lombard Avenue will be permanently closed in 2002 between Hewitt Avenue and Wall <br /> Street to accommodate the Everett Special Event Center, leading to a permanent <br /> rerouting of traffic to Oakes and Broadway. Temporary closures of Wall Street and <br /> Oakes Avenue are likely to occur during the construction of the Special Events Center <br /> from 2002 through 2003 leading to further detours. <br /> Temporary closures of Wall Street and Oakes Avenue are likely to occur during the <br /> construction of the County Justice Center, the new parking garage and the new <br /> Administration Building from 2002 through 2004. The temporary closure of Oakes <br /> Avenue for below-grade utility work and construction of a tunnel to transport prisoners <br /> from the jail to the County Courthouse could last as long as four months. <br /> Wetmore Avenue (and Hoyt Avenue) may be redesigned for two-way traffic in the 2002 <br /> to 2003 period with some minor reconstruction of traffic signals. sidewalks. and water <br /> mains. <br /> All of these road closures will have some impacts on the current traffic circulation in the <br /> downtown area for at least two years. The City of Everett and Snohomish County have <br /> mobilized a Traffic Task Force comprising staff, consultants and contractors to resolve <br /> construction conflicts and detours on a weekly basis and on a day-to-day construction <br /> access basis. Pro-active public information is a key element of this plan. <br /> 10.3 Loss of Existing Parking Facilities <br /> Most of the existing county parking facilities will be demolished over the course of the <br /> construction period. There are more than 100 parking spaces currently available on the <br /> justice block most of which will be removed for future buildings or unavailable during <br /> the course of construction.
