February 1, 2017 <br /> COUNCIL BRIEFING AGENDA: <br /> Authorize the Mayor to sign the Professional Services Agreement <br /> with Dykeman, Inc. (architects) to provide design and engineering <br /> services for the Evergreen Branch Library Expansion project in the <br /> form substantially provided and for an amount not to exceed <br /> $507,290.00. <br /> Presented by Ruben Sanchez, Facilities <br /> Council Member Roberts asked if there will be opportunities for the <br /> Council to look at the project as it is developing. <br /> Ruben Sanchez stated that schematic design drawings will be provided to <br /> the Council prior to the amendment of the ordinance. <br /> Authorize the Mayor to sign a Professional Services Agreement <br /> with BDS Planning & Urban Design to assist in renewing, <br /> expanding and creating new Business Improvement Areas (BIA) in <br /> the City's downtown, in an amount not to exceed $57,000. <br /> Presented by Lanie McMullin, Economic Development <br /> Lanie McMullin stated she will provide maps to council members outlining <br /> the current BIA and the proposed expanded BIA, which were not included <br /> in the packet. <br /> Council Member Stonecipher noted the omission of a deadline in the <br /> agreement and suggested a deadline be added to the contract. <br /> President Tuohy asked if the designated City gateways were included in <br /> this project. Lanie stated the gateways were not included in the downtown <br /> BIA. President Tuohy expressed a desire that the City find ways to <br /> maintain these important locations. <br /> Council Member Franklin asked for clarification as to what does and does <br /> not fall into a BIA. <br /> Craig Skotdal, Downtown Everett Association, provided additional <br /> information relating to the boundaries. <br /> 39 <br />
