Jackson Hydroelectric Project,FERC Project No. 2157 <br /> Application for Non-Capacity Related License Amendment for <br /> Transmission Line Removal from the Project Boundary <br /> Dear Secretary Salas: <br /> Pursuant to 18 C.F.R. § 4.200 et seq., Public Utility District No. 1 of Snohomish <br /> County("PUD")hereby submits the attached application to amend the license of the <br /> Henry M. Jackson Hydroelectric Project("Jackson Project"), FERC Project No. 2157, on <br /> behalf of itself and co-licensee City of Everett, Washington. As detailed in the attached <br /> application, the PUD seeks to amend the license to delete a single-circuit 115 kilovolt <br /> ("kV")transmission line("South Line") from the license. The South Line is no longer <br /> used solely to transmit power from the Jackson Project to the interconnected grid and <br /> would be part of the PUD's interconnected transmission system even if the Jackson <br /> Project were not to exist. Consequently,the South Line is not a "primary line"under <br /> § 3(11)of the Federal Power Act, 16 U.S.C. § 796(11) (2000). In accordance with 18 <br /> C.F.R. § 388.112, the application is filed as follows: <br /> 1. Volume 1: This volume consists of the application with Critical Energy <br /> Infrastructure Information ("CEII")removed. An original and fourteen <br /> (14)public copies of this Volume 1 are submitted. See 18 C.F.R. <br /> § 388.112(b)(2)(i). <br /> 2. Volume 2: This volume contains the CEII that has been removed from <br /> the public version of the application. Pursuant to instructions developed <br /> by the Commission's Secretary, this volume, as well as the information <br /> contained therein, has been marked"Contains Critical Energy <br /> Infrastructure Information—Do Not Release."
