BACKGROUND <br /> Following the events of September 11,2001, the Commission requested that all <br /> hydroelectric facility owners evaluate their needs for increased security.' In June 2002, <br /> the Commission implemented a Hydro Security Program ("HSP") to require <br /> hydroelectric licensees to conduct specific measures to ensure adequate security at their <br /> jurisdictional hydropower facilities.2 <br /> The PUD has conducted a Vulnerability Assessment and has developed a Security <br /> Plan in consultation with FERC's Dam Safety Division and, as a result, has put into place <br /> a number of measures to enhance security at the Project. One of the recommended <br /> measures—the installation of gates on the road3 leading to and from Culmback Dam— <br /> has resulted in: <br /> • Elimination of public access to Recreation Site 6 at Culmback Dam; and <br /> • Elimination of public access to the north or south side of Spada Lake across <br /> Culmback Dam. <br /> III.
