Zhe City submitted that the proposed activity should not have a <br /> significant detrimental impact on the environment and a Declaration of <br /> Non-Significance was issued on September 28, 1988. Conditions were <br /> placed on the DNS. (staff report) <br /> 13. Zhe proposed use will provide additional senior housing and <br /> improvements to a senior activity center at a central location in the <br /> City of E�erett. It is a need of this camnunity as evi3enced by the <br /> passage of the bond issue. (staff report) <br /> 14. �he E�erett Planning Depari�nent has recoimiended approval of the <br /> ptoposed develognent subject to conditions as set forth in the staff <br /> report. (staff report) <br /> CONCLU3IONS <br /> 1. The application is for the approval of a Special Property Use Permit <br /> for an eight story �enior retirement complex with co�mnercial space and <br /> a lobby connection to the existing Broadway Plaza. Also, the Permit is <br /> requested for the expar.sion of the senior activity center by an <br /> approximate 6,000 square feet. <br /> 2. Pursuant to the provisions of EMC 19.58.c�10.C.1, a Special Property Use <br /> Petmit is requiced. <br /> 3. �he Everett Hearing Dcaminer has jurisdictional authority to hold a <br /> hearing and to issue a decision based upon the authority granted to him <br /> pursuant to Ordinance 692-80, as artiended. <br /> 4. In order for a Special Property Use Pecmit to lx granted within the <br /> City of E�erett, the criteria of EMC 19.58.O10.B (1-3) must be <br /> satisfied. Zhis application satisfies this criteria. <br /> 5. �fie requested Special Propetty Use Permit is compati.ble with other <br /> propertfes in the area and will not be detrimental to any adjacent <br /> uses. <br /> 6. Rt�e requested SPecial Property Use Permit will not have a significant <br /> impact on the envirorunent. <br /> 7. A public need is served with the proposed development. 'Ihe proposal <br /> will allow senior housinq to be developed within the central pertion of <br /> the City of L•�erett. <br />
