Everett Housing Authority <br /> SPU 18-88 <br /> Page -5- <br /> DECISION <br /> Based upon the preceding Findings of E�cts and Conclusions, the testimony and <br /> evidence submitted at the public hearing, and upon the impressions of the <br /> EVerett Hearing �Ssa�iner upon a site view, it is hereby ordered that the <br /> requested Special Property Use Permit for construction of an eight story <br /> seniot retirement housing complex with commercial space and a lobby connection <br /> to the existing Bcoadway Plaza and the expansion of the senior activity center <br /> by an approximate 6,000 square feet, is granted subject to the following <br /> conditions: <br /> 1. All cortmiercial uses proposed shall serve priinarily the residents of <br /> this project. The intent is cortumrcial uses are only accessory to the <br /> proposed use. <br /> 2. A City business license is requir� for a11 camnercial use. <br /> 3, �e site shall be developed in general conformance with the site plan <br /> including all bulk, parking and open space areas as submitted. A 109 <br /> deviation may be approved administratively by the Planning Director. <br /> q, The building shall be consistent with the �ubmitted elevations. � Minor <br /> deviations may be approved administratively by the Pl�nning Director. <br /> 5, A detailed landscaping plan is required for the total site. 'Ihe plan <br /> shali address specific plant type to be �sed• �e following areas need <br /> specific attention: All street front�a9es and the parking garage on NE <br /> corner of site which will require subs��tantial screening. 'Ihe intent is <br /> to provide more landscaping between all structures and sidewalk. Also, <br /> street trees need to be provided in keeping with the theme of tFe <br /> area. (City of E�erett Zoning Ca1e) <br /> 6, �ihe sewer main in the alley must eillier be relocated to Lombard and <br /> Wall Stceet or the sewer main must be rebuilt with ductile iron with <br /> the manholes outside of the structure area. If the main is relocated <br /> to Lnmbacd and Wall Streets, it would require the e :isting sewer to the <br /> motel to be serviced fran the main on the east si��e of Broadway. 'ihis <br /> will require a bore accoss Broadway. <br /> 7, Detailed drawings in accordance with City Design and Constcuction <br /> Standards shall be submitted to the A�blic Works DeparUnent showing <br /> site parkiny layout, landscaping, utiiil:ies, storm drainage, temporary <br /> construction erosion control, and all required improvements in the <br /> public right-of-way. Public Works L�epartment approval of these <br /> drawings is required prior to any permits being issued. All <br /> improvements shall be cort¢�leted, approved, and warranted before the <br /> Occupancy L�ermit is �.ssued.
