19. The property owner across the Snohomish River (Everett Alexander) submitted that <br />the design of the boat ramp should be different than as proposed. He contended <br />that it should be near the steep bank, west of the proposed site. He contended that <br />the water is deeper at that point, and cuts could be made within the bank to <br />adequately provide for the ramp. <br />20. A witness (John West) submitted support of the proposal. He contended that the <br />proposal is a benefit to the community and provides access to the Snohomish River. <br />21. The City responded that the design of the ramp has evolved and the ramp has been <br />designed to conform to existing grades. The ramp will be improved with the <br />placement of concrete panels on the existing grades. Any other location of the <br />ramp on -site would result in destroying or damaging wetlands. The proposed <br />design, according to the City, is the only location which will not be environmentally <br />destructive. <br />22. Witness (Everett Alexander) submitted that significant traffic, including boat traffic, <br />is in the area. As a result, the wakes from these boats crash into adjoining riverfront <br />property and cause erosion, 'bo'n on the Subject property and across the Snohomish <br />River. <br />23. The City submitted that log reflectors have been established and that no rip rap will <br />be in the stream near the proposed site. During floods, the posts can be removed. <br />Severe waking and erosion will be reduced by the log reflectors. <br />24. There may be some hydrocarbon -impacted soils on -site. These soils have been <br />identified in the Kleinfelder Environmental Site Assessment Study. The Applicant <br />will be responsible for the removal of these soils. <br />CONCLUSIONS <br />The application is for the request of a Shore Permit for the development of Rotary <br />Park on the Snohomish River in the Lowell Neighborhood in the City of Everett, <br />Washington. The requested Shoreline Permit is for development of the following: a <br />two-lane boat I;njnch into the Snohomish River; a 48 space parking lot; a 900 <br />square foot restroom facility; the creation of 12,000 square feet of wetlands to <br />replace 2,800 square feet of displaced wetlands; and approximately 4,500 cubic <br />yards of fill material needed to construct the boat launch and parking lot. Pursuant <br />to a separate Shoreline Permit, a 1,200 foot trail along the shoreline of the <br />Snohomish River was approved. <br />The subject property is reviewed pursuant to the Snohomish County Shoreline <br />Master Program. The Snohomish County Shoreline Master Program designates the <br />subject property as Rural Environment. The proposed use is a permitted use in the <br />Rural Environment designation. <br />5 <br />
