Any grading/fill on this site shall ::e done in a manner that does not impact the <br />surrounding properties. <br />13. Special charges for connection to the sewer and water systems in accordance with <br />Ordinance 1171-85 and subsequent revision are applir3ble. These charges are <br />based on projected water usage and can be substantial. The Applicant is <br />encouraged to obtain a copy of the ordinance and determine estimated charges <br />prior to Building Permit application. The actual charges shall be computed by the <br />Public Works Department per the ordinance in effect at the time and according to <br />the information on the approved plans at the time of Building Permit issuance. <br />14. No stormwater facilities, including detention facilities or vegetated swales, may be <br />located inside wetland or stream buffer areas. The plans must not show portions of <br />wetponds and/or other drainage facilities located within the final required wetland <br />buffer areas. If encroachment into the buffer must occur for these facilities, <br />mitigation for the encroachment or buffer averaging must take place. <br />15. On -site detention of stormwater runoff from impervious areas may be required if <br />stormwater will be discharged to wetlands and the wetland hydrology would be <br />significantly disturbed by the discharge. Natural wetlands or wetlands created for <br />mitigation may not be used for detention of stormwater. <br />Discharge of water to wetlands should mimic i atural discharges as much as is <br />possible. Point source discharges should not be created if they do not naturally <br />occur. Techniques that result in dispersed discharge, such as dispersion trenches <br />or buried perforated pipe located at wetland buffer edges, can be used to mimic <br />naturally occurring sheet flow into wetlands. <br />16. Per City policies, due to the proximity of the site to environmentally sens'tive areas, <br />seasonal limitations are to be placed on land alteration activitias. Land alteration <br />activities are defined in the City's Design and Construction Standards and <br />Specifications as clearing, grubbing, excavation, filling, grading, and stockpiling. <br />Determination of the exact seasonal limitation period requires site specific <br />information generally not available until the project design stage. Preliminary <br />analysis using the information available at this time indicates the project site's land <br />alteration activities will Lie restricted to the period between April 1 and October 1. <br />17. If greater than 10,000 square feet of paved surface is created by this project, water <br />quality enhancement of stormwater runoff from the paved areas must occur prior to <br />discharge to a street or wetland of the stormwater from the site. <br />Stormwater detention/retention, quality protection, and enhancement requirements <br />for this project shall be those requirements in effect at the time of application for <br />Public Works Permits. Three options for stormwater quality enhancement are <br />presented in the current City Standards. The least preferred option is allowed only <br />if in the opinion of the Public Works Department, the first two options are not <br />feasible. The options, in order of preference, for stormwater quality enhancement <br />are: <br />a) An infiltration basin designed and constructed according to City Standards. <br />b) A wetpond designed and constructed to City Standards. <br />E <br />
