a.• C � <br />Page 5 <br />the construction of a single family residence (includinq <br />sewer line extension) an a 25�+ associated with a wetland, <br />on Lot 18 of the Heverly Acreage Tracts (Tax //3920-000-18- <br />0100) subject to the following conditions. This reasonable <br />use determination does not consitute final approval or <br />exempt this project from compliance with all applicable City <br />policies, regulations and ordinances. <br />1) Restoration Plan. The lot area north and downslope <br />cf the proposed residence, including the sewer line <br />corridor to Pigeon Creek shall be restored and <br />replanted with native species. These species can <br />include Doug Fir, Big-leaf Maple, Red Alder, Red <br />Elderberry and smaller native shrub species such as <br />Ninebark, Indian plum, Oceanspray, and Serviceberry. <br />The anplicant should submit a restoration (plantinq) <br />plan, including a program to eliminate Himalayan <br />Black6erry and to ensure estahlishment of the native <br />species. A standard of 80$ survival rate and at least <br />90& to 100$ areal coverage at the end of the 5 year <br />monitoring period should be used. If these standards <br />are not met through loss of plantinqs, then replanting <br />should occur with appropriate species. <br />2) A Environmentally Sensitive Areas (ESA) covenant <br />shall be recorded for the lot area outside of the <br />residence footprint (e.g.. to the north and east of the <br />footprint). The developable area shall not exceed 2500 <br />sguare feet and shall be limited to the soutnwest <br />corner of the site (As shown on Exhibit IZI). The <br />covenant would prohibit any activity or. development <br />(includes claaring, gardening, dumping of garden <br />cuttings, trails, structures) within the ESA except for <br />the purpose of restoring the area with native plant <br />species. A split rail fence shall he installed a� <br />shown on the plot plan to prevent intrusion into the <br />ESA area. it is also recommended that small signs be <br />attached to the fence that explain the purpose of the <br />ESA and that no development should cake place within <br />that area. <br />3) Prior to revegetation of the habitat area, all <br />Himalayan Blackberry�and other non-native species shall <br />be removed. Erosion contro2 measures such as the <br />installation of jute and/or hydroseed (native seed <br />mixture) shall be employed in all cleared areas outside <br />of the structural footprint. <br />A) The applicont shall submit a soils report and final <br />engineered plans wk�ich conform with all recommendations <br />
