I. Clean-up Action: <br />A. Action Description: <br />pn yay 15. 1991 the Citg• of Everett's tank testin� <br />contracto•c attempted twice to "top up" the gasoline tank �_ <br />Fire Stat.ion No. o into the fill tube for the test and <br />failed. It is believed that in the testing the contractor <br />placed a one-hole rubber stopper in the fill tube, produced <br />enough pressure, about 5 p•s.i. to blow out the sludge in <br />the alread9 rusted holes, about 10-1/8" to 1/�" diametQr <br />holes, in the center of the tank bottoc. nr.d the City lost <br />over 1,000 gallons in two days. <br />The leak was disrovered by the fuel distributor F•hen �e <br />filled the tank for an air voids test on Fr:day, May 17. <br />Two hours later he was called back to pump the remainder of <br />gas in the tank which was about 106 gallons of unleaded <br />gas. The L-otal amount o� fuel lost was about 1050 gallons. <br />On Saturday, May 18, the City hired S.M.E. Corporation of <br />Tacoma, and they removed the tank and 270 yu3 of <br />contaminated soil, stockpiling the soil in 6 mil. plastic <br />in the east parking lot of Fire Station No. �• The <br />contractor turned over the tank and many rust holes were <br />observed in the bottom center of �he tank as noted abo�-e. <br />It was then disposed. <br />The excavation was completed on Monday-, May 20. The <br />contractor excavated to 15 f_et deep, the maximum limit of <br />his backhoe, south to the 5 ft. high concrete wall on the <br />south property line and east to the south ba� apron of the <br />fire house. Since the lower 9 feet of the pit was in ver� <br />dense glacial till the slopes of the pit were left at 1:10 <br />on the east and south sides (See appended pit section in <br />appendis B.11. The contractor excavated west and north <br />until the smell of the contaminated soil reduced <br />considerablY• On MaY 18, the vapor trails coming off the <br />dump truck Was quite visible and on May 20, when the <br />excavations were completed the vapor trails Nere almost <br />unreadable. <br />On about May 23, the contractor lined the pit with 6 mil. <br />plastic and backfilled Hith imported 5/8" coarse <br />agqregate. The south briy entrance has not been repaved <br />pendinq Department of Ecology's final disposition on this <br />clean-up action. <br />1 <br />
