No appeal of the Declaration of Nc�n-Significance #BO-88 and its <br /> cronditions was made. As a result, the E�erett Hearing Ekaminer has no <br /> jurisdictional authority to alter, change or modify any requirement by <br /> SEPA, and in particular #17, as set forth in the conditions of <br /> recormiendation in the staff report. <br /> DDCISION <br /> Hased upon the preceding Findings of Facts and Conclusions, the testimony and <br /> evidence submitked at the public hearing, and upon the impressions of the <br /> Eberett Hearing FScaminer of the site view, it is hereby ordered that the <br /> Special Property Use Permit for Special Property Use #13-68 for a pre-school <br /> and day care l�cated at 9709 Holly Drive, �erett, Washinyton, is granted <br /> subject to the following conditions: <br /> 1.
