The straets, utilities, and public services are adequate to serve the existing church. <br />The proposed addition wiil not change this adequacy. <br />11. The church has historically been used for religious purposes. It has coexisted with <br />single-family residences in the area. The proposed addition will not impact the <br />single-family residences and will not change compatibility with the abutting <br />properties. <br />12. No new signs hsve been Froposed for this project. <br />13. Screening of storage areas is not required. <br />14. With the exception of construction procsdures, no nuisanc2 irritants, such as noise, <br />smoke, dust, odor, glare, or visual blight will be created as the result of the <br />requested expan�ion. <br />15. The proposal is consistent with th9 Everett General Comprohensive Plan because <br />churches are allowed in an R-3 zone with a Special Property Use Permit. As noted, <br />the churcti is non-conforming; however, if the church were a new structure, it would <br />be reviewed and could be allowed if it satisfied Special Property Use Permit criteria. <br />1fi. The proposal is exempt from SEPA review. <br />17. The proposal c�mplies with al• �f the requirements of City ordinances and other <br />City, State, and Federal regulations. <br />18. No adverse testimony was received at the hearing. <br />CONCL.USIONS <br />1. The Appiicant requested approval of an Expansion of a Non-Confarming Building <br />Permit for the property at 2301 Hoyt Avenue, Everett, Washington. On that property <br />is a church that is a non-conforming structure.
