That on or about July 11, 1988, the City's Building Department <br />I� received a complaint from the resident of 2314 Hoyt, #3, Everett, whose name <br />is "Claine", that there was construction work taking place on the 3rd floor <br />of 2314 Hoyt Avenue, Everett, Washington. Apparently remodeling was being <br />done to create a 4th living unit on the 3rd floor of 2314 Hoyt Avenue, <br />Everett, including electrical, plumbing, and carpentry work. The City's <br />Buildinn Department had nut issued any permits for work to be done at this <br />location. On July 12, l9gg, a Stop 4Jork notice was postec� an the front and <br />back porch of 2314 Hoyt following an inspection of the property in which it <br />was determined that plumbing, electrical and carpentry work were being done <br />without the required City permits. Un July 14, 1988, an application was <br />submitted to the City for a permit by Jay Young. Foiloo-�ing a plans <br />inspection, the plans were returned to the peimit applicant because they <br />were determined to be inadequate. On August l, 1988, a representative from <br />the City's Building Department met Jay Young at 2314 Hoyt Avenue to discuss <br />necessary revisions to plans. On August 17, 1988, the City's Building <br />Uepartment visited 2314 Hoyt Avenue due to another complaint being received <br />about work being done but was unable to gain access. The complaint was <br />received from D1r. Peterson who resides across the alley from the subject <br />apartment. The complaint was made by telephone. The complainant observed <br />work being done to the subject apartment from across the alley. Complainant <br />said he is a contractor and does obtain permits. He feels that it is only <br />fair that everyone obtain permits.
