Projected Schedule <br />After due consideration of the evidence presented by the Applicant; evidence <br />elicited during the public hearing; and as the result of the personal <br />inspection of the subjecL property and surrounding areas by the Everett <br />Hearing Examiner, the following findings of fact and conclusions constitute <br />the basis of the decision of the Everett Hearing Examiner. <br />FINDINGS OF FACTS <br />1. The Applicant requested approval of a Special Property Use Permit for <br />the development of Phase I of the Everett Civic Center project. This <br />chase includes the following: <br />A. The restoration and expansion of the Everett Public Library <br />including the restoration of the interior and exteriors of the <br />Gould Building. <br />B. The construction of a parking structure under the new library <br />addition adjacent to Rucker Avenue. The structure will <br />accommodate approximately 115 cars. <br />C. The removal of existing parking structures south of the library. <br />In addition, the buildings on the corner of Hoyt and California <br />Avenues may be removed. Also, as part Phase I, although not <br />finalized, is the potential use of a portion of the existing Elks <br />fraternal organization's parking lot. <br />D. The use of the basement of the Medical Dental Building on the <br />corner of California and Colby Avenues as a temporary location <br />for the downtown library facility. (staff report) <br />2. The subject property on which the project is to located consists of <br />approximately 150,000 square feet. Phase I of the total renovation <br />project will result in the use of 50,000 square feet. (staff report) <br />3. The subject property is zoned C-1 and B-3. (staff report) <br />4. The Everett Municipal Code (FMC) 19.58.010.C.1 requires that all <br />development of facilities for govermnental activities must be done with <br />Special Property Use Permits. The guidelines and standards for review <br />of the Special Property Use Permits are set forth in DEC 19.58.010.B <br />(1-3). They include: <br />A. The proposed use must be reasonably compatible with other uses <br />and potential uses within the general area in which the use is <br />proposed to be located; <br />
