The use must serve the public convenience and necessity. <br />(administrative finding) <br />5. The existing library is part of the Everett inventory of historical <br />properties. Because of the historical nature of this property, it has <br />been determined by the City that all additions or alterations to the <br />building must be performed in a sensitive manner to enhance the <br />original architecture. (Wood testimony) <br />6. The proposed expansion of the library is an expansion of an existing <br />facility that is used for community service and cultural activities in <br />the Central Business District of the City of Everett. The <br />compatibility of this property is apparent. (Flood testimony) <br />7. The Everett General Comprehensive Plan designates the subject property <br />as Central Business District. The exposed expanded facility will <br />encourage and promote cultural activities in this district. It is <br />consistent with the Everett General Comprehensive Plan. (exhibit 8) <br />8. The off-street parking available at the library is currently 20 <br />spaces. With the proposed parking structure to be built under the new <br />library addition, west of the existing library and adjacent to Rucker <br />Avenue, there will be more parking available for users of the <br />facility. This will create compatibility with other uses within the <br />Central Business District. (Wood testimony) <br />9. The restoration and renovation of a historic building is consistent <br />with the policies of the Everett General Comprehensive Plan. It will <br />enhance the original architecture and will create an amenity to the <br />Central Business District of downtown Everett. (exhibit 8) <br />10. Pursuant to the State Environmental Policy Act, an Environmental <br />Checklist was submitted and reviewed by the City of Everett, the lead <br />agency. Based on this review it was determined that the project will <br />not have a significant impact on the environment. A Final <br />Determination of Non -Significance was issued on January 9, 1989. As <br />part of the DNS the City issued a condition for mitigation of adverse <br />impacts which required that the library be constructed and altered in a <br />manner that will be sensitive to the original architecture. 'Me library will provide a cultural activity center for the City of <br />Everett and will be the cornerstone for new development in the Central <br />Business District governmental civic center area. The City of Everett <br />will benefit by the additional library. (staff report, Wood testimony) <br />12. The citizens of the City of Everett have passed a bond issue to <br />complete the expansion of the facility. There is a public need for the <br />facility. (staff report) <br />U'i <br />
