Building on California and Colby Avenues. This <br />space will be only 10,000 square feet in area an:: thus there will be <br />temporary elimination or reduction of some services and programs <br />offered by the library. (staff report) <br />14. Parking for the temporary library facility will be located at the <br />Everpark Garage. Because of the reduced services offered, it <br />anticipated that the demand of the library will decrease during <br />construction. Thus, the amount of parking will also decrease. (Wood <br />testimony) <br />15. The proposed library structure will take approximately one year to <br />complete. During that time the temporary facility will be used. <br />16. The development has been reviewed by the Everett Planning Department. <br />The City has requested option plans (Option I or Option II) for <br />development of Phase I. The department determined that either option <br />plans, as submitted, is acceptable. (staff report) <br />17. The Everett Planning Department submitted that a detailed Landscaping <br />Plan is required for Phase I. This plan should address specific plant <br />use; landscaping on street frontages; landscaping between structures <br />and sidewalk and street trees. (Wood testimony) <br />18. The Everett Planning Department recommended approval of the Special <br />Property Use Permit subject to conditions as set forth in the staff <br />report. (staff report) <br />19. The application is for the approval of a Special Property Use Permit <br />for development of a public library, Phase I, of the Everett's Civic <br />Center project. The proposed project includes those items as <br />specifically set forth in Finding #1 of this document. <br />2. The Everett Hearing Examiner has jurisdictional authority to hold a <br />hearing and to issue a decision based on the authority granted him in <br />Ordinance 692-80, as amended. <br />3. A Special Property Use permit is required pursuant to the provisions of <br />SC 19.58.010.C.1. The criteria for review of a Special Property Use <br />Permit (EMC 19.58.010.B.1-3) have been reviewed and with conditions <br />this request satisfies that criteria. <br />6 <br />
