Mr. Hoagland statad the Board had received a parking study done by the <br />applicant and also a letter from Dr. Brust, who owns property in the vicinity, <br />in favor of granting the variance. <br />Don Wood stated the staff report had recommended denial of the variance unless <br />the applicant, provided a parking study acceptable to the City Traffic Engineer <br />showing that the reduced parking would function in this location _for the type <br />of units proposed. Since—tha'parking' study submitted was -acceptable_ to the I <br />Public Works Dept., the staff was changing its recommendation to approval of : <br />'the variance request. <br />A parking variance had been approved in 1981 for 8 units with 8 spaces, but <br />�) that had not been built and now the project was doubled in size. Ted <br />Schmelzer is still the owner of the property and Cronin is the builder. <br />A_Bert Cronin stated they were all one bedroom apartments and they were working <br />G with the Housing Authority for obtaining their clients and the intent is to <br />Z rent mainly to elderly. A similar unit on 33rd and Hoyt has mainly elderly, <br />singl= tenants and they have had no parking problems as the study shows. <br />m Issac George, 4120 Hoyt, spoke against granting the variance, because of <br />p already existing parking problems in the area. <br />�C: <br />^ Arthur Jewell, 4127 Hoyt, said if they would limit the tenants to elderly, i;a <br />c would not be apposed to the variance. <br />Bert Cronin stated they would restrict the number of vehicles to one per <br />mtenant and there would be a manager on site to help control the parking. <br />Don Wood and Dennis Gregoire of the Planning Staff spoke on the type of <br />project, which is small 500 square foot, one bedroom apartments that will <br />basically cater to the elderly and will not generate the same parking need as <br />larger two or three bedronm apartments. <br />No one else spoke for or against the proposal. <br />Motion: Ross Hoagland moved to grant the variance based on the following <br />reasons: <br />I go into town two or three times a day and drive down Hoyt and made wy <br />own study of parking during the week for seven straight days and is <br />part of the reason for making this motion. <br />2. I like the neatness of this type of housing and think it would enhance <br />then neighborhood as there is presently two old houses that would come <br />down. <br />3• There will be a live in manager to help resolve any problems. <br />4. The problems in the area come from the mix of medical offices with <br />single family houses and this Board has compounded the problem by <br />granting parking variances so businesses could go in so a man could <br />have his property rights. <br />
