� <br /> The City of Everett Flanning and Communiry llevelopment Director has determined thar. <br /> • 7'he project is located within the boundaries of the Southwest Everett Subarea Plan. <br /> • The zoning designation of the properh�upon which the project is proposed is consistent witn those <br /> designations analyzed ir,the Southwest Everett/Paine Field Subarea Plan and EIS, December 199G. <br /> • The proposed use is consistent with the uses and intensities allowed in the City's development <br /> regulations and is iisted as a use analyzed in the final EIS, Tables 3.]-1 and 3.1?• <br /> • The project is a use that implements the Subarea Plan 1nd the projecPs significant environmental <br /> impacts have been adequately addressed in the SW Everett/Paine Field Subarea Plan EIS. <br /> • The projecPs significant adverse environmental impacts will be mitigated through the application of , <br /> the mitigation decision document. These mitigation measures,along with other Cit}�requirements and � <br /> conditions,constitute sufficient mitigation for the significant environmental impacts associated with <br /> the proposed project. <br /> • The proposed project must comply with all applicable locai, state and federal regulations and <br /> development standards. <br /> . The proposed project is not an essential public facility. <br /> The project proponent has agreed to comply with the SW Everett Subarea Plan Mitigation Decision <br /> Document. Thc project is hcreby designated a Planned Action pursuant to RCW 43.21C.031(�)(a)and <br /> City of Everett Ordinance No.2213-97. A SEPA threshold detertnination is not required for this <br /> proposal per 43.21C.031 RCW. This derermination is dependent upon cornpliance wiQ�the SW E��erett <br /> Subarea Plan Mitigation Decision Duc��ment and all local, state,and fede�al regulations related to general <br /> environmental proter.tion including,but not limited to, rieht-o}=way improvement requirements, drainage, <br /> etc. This decision was made after review of a completed environmental checklist and other information <br /> on file with the lead agency. <br /> There is no public comment period provided for this determina[ion for[he division of th�37 acros into <br /> eight(8)lou and a storm drainage tract,and construction of eight(8)manufacturing, warehouse and <br /> office bu�ldings containing a total of about 607,000 square feet of gross building area or construction of <br /> [he new east-west roadway that was addressed in the previous SEPA analysis(MDNS 99-035). <br /> The lead agency for[his proposal has detertnined thlt provision of 5,000 gallon per minute fire flow <br /> capaciry does not have a probable significant adverse impact on the em�ironment. An Environmental <br /> impact Statement is rot required under RC�1'43�1 C.03C(2)(c). This determination assumes compliaece <br /> with State law and City ordinances related to peneral environmental protection including but not limiteo <br /> to right-of-way improvement requirements,drainage, etc. This decision was made aker review of a <br /> completed environmental checklist and other information on file with thc lead agency.
