. ( <br /> 18. Treatment of srormwater runoff from paved areas must occur, per City standards prior to discharge of <br /> stormwater from the site or to a stream or wedand. Stormawater trearment is currendy reqlired when <br /> 5,000 square ieet of pavement is created by a project. The options for stormwater treatment are: <br /> 1) An infiltration basin, if suitable soils exist on the site <br /> 2) a wetpond <br /> 3) a constructed wedand <br /> All stormwater facilities must be designed in accordance with City standards. IF none of the above <br /> stormwater treatment op[ions are feasible, in the opinion of Ihe City's Public Works Department, a <br /> biofil!ration swale (designed and coastructed in accordance with City standards) will be required to <br /> ueat stormwater runoff. <br /> 19. Stormwater runoff from the new public road must be treated and detained in the privately owned and <br /> maintained, on-site s[ormwater control facilities. A hold-harmless agreement must be o anted to the <br /> City from the developer for this receiving of "public" runoff into the private facilities. Stormwater <br /> facilities contained within a separate tract shall be held in common ownership. <br /> 20. The site originally drained to more than one creek (Memll and Ring Creek and Glenwood Creek). <br /> The amount of area draining to each creeh after land alteratiori and development shall be substantialiy <br /> the same as the amount of area draining to each creek before land alteration and development. <br /> 21. Rooftop runoff should be discharged to roof downspout infiltration systems designed and constructed <br /> in accordance with City standards, if suitable soil conditiot;s ex;st on the site. <br /> 22. All collected surface water exiting [he subject propeRy must be conveyed to the nearest established, <br /> stable drainage course, within the naturally occurring drainage basin, by pipe or by an approved swale <br /> in a manner that will not result in erosion or flooding. Suificient downstream information and <br /> analysis must be provided to enable the City to determine tha[ this requirement is being met. <br /> Appropriate easements will be required if conveyance must occur across private property. <br /> 23. Development of the lots must be in compliance with the Everett Zoning Code, and the Seaway Center <br /> Master Plan ivIDNS No. 15-87. Uses on the lots are limited those identified in the M-1 Zone. It <br /> should be noted that the small lots must meet Seaway Center landscaping requirements. In the M-1 <br /> Zone, retail uses are permitted only in multi-tenant developments in which the principal uses are <br /> other M-1 Zone uses. <br /> 24. Any rockeries or retaining walls proposed in required setback areas must be in conformance with <br /> Section 39.150 of the Zoning Code. <br /> 25. All fill removed from the site must be placed on sites with SEPA approval and Grading Permits or, in <br /> the case of CSR .Associated's property, placement of the fil] must be in confarmance�vith their <br /> reclamation plan. <br /> 26.
