/ . <br /> The Clare Bridge is an Altemative Living Services facility that would provide care For residents <br /> with Alzheimer's and other forms of dementia. The Clare Bridge is a single story residence <br /> designed to address resident cognitive limitations by featuring intemal neighborhoods with <br /> home-like settings, indoor wanJering paths,secure outdoor spaces with raised garden beds, <br /> visual cueing,such as signs, a color-coded neighborhood and memory boxes with the resident's <br /> memorabilia outside their door. (See Exhibit 3) <br /> The proposed use falls within the Nursing Home definition in the Zoning Code: "A facility or <br /> inrtimtion for the care of the aged or infimi,ur a place of rest for those suffering bodily <br /> disorders. This term does not include hospitals or facilities for the primary treatment of sickness <br /> or injuries. or for surgical care, or congregate care facilities:' <br /> [I. Shoreline Master Plan Jurisdiction and Environmental Designation <br /> Findines: The site is within the jurisdiction of the Snohomish County Shoreline Management <br /> Master Program (SMMP),since the area was annexed ro the City in 1984 and the City's <br /> Shoreline Master Plan has not been updated to include this area. The site is designated Urban. <br /> Residential development is permitted subject ro the general regulations. <br /> Conclusions: The project is under the jurisdiction of the Snohomish Coun[y SMMF. The <br /> proposed project must meet the goals, policies, and regulations of the Snohomish County , <br /> SMMP. � <br /> III. Snohomish County Mastcr Program Use Regulations <br /> The Use Activiry-Shoreline Environmental Compatibiliry Matrix in the SMMP lists specific use <br /> activities and whether or not the use is permitted in the shoreline designation. Thc following use <br /> activities associated with the development of the Clare Bridge property as residential use are <br /> listed as permitted uses in the Urban Environrrient,subject to regulatory controls: Roads and <br /> Railroads,Signs, Recreation and Utilities. The following use activities include regula[ions for <br /> special circumstances that apply ta the Clare Bridge property: Archeological Areas and Hisroric <br /> Sites and Landfill and Sclid Waste Disposal. See Exhibit 6 for the Use Activity-Shoreline <br /> Environment Compatibility Matrix and the regulations that apply to the use activities listed. <br /> Residential Devciopment: <br /> Findings: The following general regulations apply to the proposal: <br /> a. All utility lines shall be underground. " <br /> b. Permit applicants may be required to submit a plan for maintaining shoreline stability or <br /> erosion control during and after construction. <br /> c. Sewage disposal facilities and water supply facilities must be provided in accordance <br /> with appropriate govemmental health and water qualiry laws and �egulations. Storm <br /> drainzge facilities must be separated from sewage disposal systems. <br /> The applicant will be required to submit an erosion and sedimentation control plan to the Public <br /> Works Department at time of application for permits per City Standards and Specifications and <br /> the Stormwater ManuaL The plan must show that all sufficient measures are utilized and <br /> maintained ro ensure that sediments stay on site and do not enter the Silver Lake drainage <br /> system. <br /> 2 <br /> � <br />
