9. Where soil characteristics are suitable and other site conditions do not preclude their <br /> i�se, roof runoff systems designed and constructed in accordance with City standards <br /> must be used to infiltrate roof runoff to the maximum extent practical. <br /> 10. Per City policies, due to the proximity of the site to Siiver Lake, seasonal iimitations <br /> may be placed un land alteration activities. Land altzration activities are defined as <br /> clearing, grubbing, excavation, filling, grading and stockpiting. Determination of the <br /> exact seasonal limitation period requires site specific inforniation generally not <br /> available until the projec[ design stage. However, preliminary analysis using the <br /> information available at this time indicates that land alteration activities on the project <br /> site may be restricted to the period between April 1 and Octo!!er 1. <br /> 11. This project will be adding traffic to Lake Aeights Drive. In addition, curb, gutter and <br /> sidewalk will replace the sheetflow/ditch drainage system which currently conveys <br /> runoff from the north side of Lake Heights Drive to Silver Lake. Both actions will <br /> increase the pollutant loading ro Silver Lake. To mitigate for the increased poltutant <br /> loading, this project will be required to treat the runoff from that portion of L,ake <br /> Heights Drive which fronts tfis project and which drains towards this projecL If the <br /> topograph,y of L.ake Heights llrive makes treatmert of all of this runoff in the on-site <br /> system infeasible, than an equivalent portion of"upstream" pavement runoff may be <br /> required ro be conveyed to the on-si[e system instead. Since this site is at the lower <br /> end of Lake Heights Drive, a diversion structure, locate:! in the Lake Heights' storm <br /> drainage system, will probably be necessary to limit the voiume of water which enters <br /> the on-site facilities. The developer will also be required to hold the Ciry harmless for <br /> the entry of the "public" runoff inro the on-site "pri•rate" facilities. <br /> 12. City Streets are to be kept clear of dirt and debris at all times during the construction. <br /> Dust suppmssion and street cleaning must occur as directed by the Public R'orks <br /> Inspector. <br /> 13. Permits must be obtained for all fill removed from the site and placed within the City <br /> Linaits. <br /> 14. A one-year warranty is required on the public improvements for an amount not less <br /> than 10% of the cost of construction and shall run for one year from the date of <br /> issuance of the first Occupancy Permit for the project. <br /> 15. A two-year guarantee is required for private retention/detention or other drainage <br /> treatment/abatement facilities serving areas larger than one acre. � <br /> 16. On-site watermain will be staked within an easement to the City. 'The easement must <br /> be submi[ted to the City prior to the issuance of permits. <br /> 17. As-builts of storm sewer, sanitary sewer, and water systems must be submitted per <br /> City Design and Construction Standards and Specifications. <br /> 18. The proposed assisted living use for individuals with Alzheimer's meets the nursing <br /> home definition in the zoning code - "Nursing or convalescent home means a facility or � <br /> institution for the care of the aged or infirm, or a place of rest for those suffering <br /> bodily diso�ders.
