In order for a Shoreline Permit to be issued within the City of Everett for <br /> projects with a SCSMMP Urban designation, general criteria as set forth <br /> in the Urban Goals and Policies mu�: be satisfied. The general <br /> regulations include: Signs, Recreation, Utilities, Roads and Railroads, <br /> Archaeologicai Areas and Historic Sites and Landfll and Solid Waste <br /> Disposal. Findings will be made relating to each of these factors. <br /> t3. All utilities are available to the site. The proposed facility wili have all <br /> utility lines underground. Sewage disposal facilities and water supply <br /> facilities will be constructed in accordance with the City of Everett's <br /> health and water quality faws and regulations. There will be no <br /> convergence of storm drainage with sewag� disposal systems. All <br /> utilities are available to the site. As part of the proposed uevelopment, the Applicant will be required to <br /> submit an Erosion and Sedimentation Control Plan to tlie City of Everett <br /> Public Works Department. After the submittal of these plans, and at the <br /> tirne of application for permits, the City will determine the compliance <br /> with City Standards and Specifir,ations for stormwater control and other <br /> regulations. The plan must include measures to ensure that sediments <br /> remain on-site and do rot enter the Siiver Lake drainage system. <br /> (E:xhibit 1, Cunningham testimony) <br /> 10. Although signs are permitted in an Urban Environment, they are <br /> re:stricted. All signs must be in conformance with the sign requirements <br /> of the Everett Zoning Code, Sign Category B. The City has reviewed the <br /> provisions for signs and has set restrictions (see page 3 of exhibit 1). <br /> The Applicant indicated that the signs will be able to be deve:loped i� a <br /> manner that will be consistent with the Everett Zoning Code. Most of these will be passive activities involving th� use of <br /> indoor facilities and outdoor gardening areas. The facility will be secured <br /> to prevent residents from wandering away from the site.
