12. 19th Avenue SE (SR-527) is in t`�e process of being improved and <br /> widened. (A public hearing has been held on this project, but no <br /> decision has been issued as of the date of these findings). The City <br /> submitted that the proposed development has been reviev✓ed consistent <br /> with the road widening and improvements, ancl that it can be developed <br /> in a manner that will not impact the road improvements. Further, the <br /> road improvements will not impact the proposal as submitted. <br /> (DaLengus te>stimony, Cunningham testimony) <br /> 13. The road improvements include traffic signals and r,rosswalks at the <br /> Lake Heights Drive and 19th F�venue SE intersection. These crosswalks <br /> will provide access to the shoreline. It is presumed that the caregivers <br /> will assist any individuals at the facility in achieving acress. (DaLengus <br /> testimony) <br /> 14. As part of the proposed development, impacts to the City parks were <br /> identified. These impacts include the need for public access <br /> improvement:: ar,d landscaping along the frontage of 19th Avenue SE. <br /> Landscaping wili occur for approximately 440 feet. As a means of <br /> rnitigating these impacts, the �iiy r�rks Department recommended that <br /> the Applican+. contribute �1i+,ORO for th� shoreline public access <br /> irriprovements. The Applic:z,nt submitted approval and agreement with <br /> ±hese impacts and mitigatiun measures. (Exhi6its i & 12, Cunningham <br /> testimony, DaLenqus testimony) <br /> 15. The Applicant provided a preliminary Grading and Storm Drainage Plan <br /> (exhibit 9)that indicates 1,600 cubic yards of earth material will be <br /> imported te the site. This material will be placed within certain buffers of <br /> wetlands. The �ity, upon reviewing the proposal for landfill, determined <br /> that it will not impact any shoreline areas and will allow the property to <br /> be developed consistent wi,h City standards and regulations and <br /> Uniform Building Code. The sole reservation of the City was the <br /> identification of the source of the fili material a�id the character of lhe fill <br /> rnaterial. Prior to the placernent of any fill, it mtist be dete�mined that it <br /> is clean material. (Exhibit 1, Gunninghem testimony) <br /> 16. The City ideniified impacts relating to the incrAased traffic from the <br /> proposal and the disruption of traffic flow on 19th Avenue SE (SR-527) <br /> and Lake Heights Drive. As part of the proposed development, frontage <br /> improvements are required to 19th Avenue SE (SR-527) As noted, full <br /> street improvements, including curbs, gutters and sidewalks, wii! be part <br /> of the road improvements for tnis road. Mitigation of the identified <br /> impacts will result in the payment of$200 per frontage faot by the <br /> 5 <br /> I <br />
