4. The subject property includes a house, a ma�n bam, a heifer barn, silage <br />bunker, and land used for dairy tarming. IY is the intent of the Applicant to <br />develop !he proposed waste storage pond east of the main bam and the <br />heffer bam. It will be located in the marsh land flood way that receives <br />�ood waters of the Snohomish River. (Ervine testimony) <br />5. The proposed project is reviewed pursuant to the City of Everett <br />Shoreline Master Program (Program). The subject property has a <br />Program environmental designation of Rural. The proposed project i� a <br />permitted use in a Rural designated area as depictee in the F'rogram. <br />(Staff report) <br />6. fn order for a Permit to be granted, the general gcals, policies, and <br />regulations of the Program must be satisfied. The regulations are set <br />forth in Exhibit #1, page 2. (Staff report) <br />7. Currently on the subject property there is insufficient capaciry for a waste <br />sC,orage pond. The waste storage pond, as proposed, is proposed to help <br />i�nprove the water quality of the area and to increase the storage capacity <br />for spring and winter spreading. (Ervine te:;timony) <br />8. The waste storage pond is part of a waste management system that has <br />been developed by Natural Resources Conservation Service. T�is <br />system includes the collection, storage, and utilizaiion of manure to <br />protect water quality in a general area. (Brady testimony) <br />9. The storage poild will consist of concrete slabs that will collect �nd <br />r,ontrol the manure. Througri the collection and the storage s.�ge, <br />manure is treated and is eventually utilized for fertilizing purposes in the <br />spring and winter times. The praposed waste pond system allows for the <br />control of the manure in a mann�r that does not impact other properties <br />or degradates itie water quality. (Brady testimony) <br />10 Other dairies in the area have similar waste process systems. (Staff <br />r��^rt) <br />11. The waste storage !�ond will be protectrd by existing dikes whose height <br />is designed to protect «gainst severe flooding. Water quality in the area <br />will not be impacted as a result of any flooding. (Brady testimony) <br />� <br />
