HBugeII7 arv r.�� . xso�e�ss <br />EVERETT WA51W('TON <br />96]0� <br />The City of EWerett conducted two hid openings during December 1990 for the <br />demolition of structurea situated at 3919 High Street and 3923 Nigh Sereet, <br />Everett, Washington. <br />Just hours before the bid openings, this office received a phone call from an <br />anonymous caller stating that there were State regulations requiring the City <br />to provide contractors with information on asbestos being present or not heing <br />present in the builaings. <br />Upon the opening of the bids, research began to determine if the caller <br />presented ua with valid information. <br />I¢formation obtained by the City Housing Inspector and Legal Staff led to a <br />review of WAC 296-62-07707 which requires that before authorizing any <br />demolition, an owner or o•.mer's agent shall perfarm a good faith insnection to <br />determine whether materials to be crorked on or removed contain asbestos. The <br />ocmer or ocmer's agent shall make available to any contractor submitting a bid <br />the wcitten statement either of the reasonable certainty of nondisturbance of <br />asbestos or of any assumption of the presence of ashestos. <br />With this information in hand, the City has no alternative but to reject all <br />�'' bids received, correct the contract specifications, and recall for bids for <br />demolition of the buildings. When the new call for bids is prepared, you will <br />receive an invitation to bid.
