Rhine, Inc. <br />1124 East 112th Street <br />Tacoma, WA 98445 / <br />Re: Bid for Demolition at 3919 and 3923 High Street c�r� oc <br />everett <br />To Wllom It May Concein: c�rv Hµ� • 259�8)55 <br />EVERETT w�SHiNGTGv <br />9820� <br />The City of Everett conducted two bid openings during Decer.oer 1990 for the <br />demolition of structures situated at 3919 High Street and 3923 Nigh Street, <br />Everett, Washington. <br />Just hours before the bid openings, this office received a phane call from an <br />anonymous caller stating that there were State regulations requiring the City <br />to provide contractors xith information on asbestos being present or not being <br />present in the buildings. <br />Upon the apening of the bids, research began to determine if the caller <br />presentea us with valid informatioa. <br />Information obtained by the City Housing Inspector and Legal Staff led to a <br />review of WAC 296-62-07707 which requires that before authorizing any <br />demolition, an owner or owner's agent shall perform a good faith inspection to <br />determine whether materials to be worked oa or removed contain asbestos. The <br />oc+ner or owner's agent shall aake available to any contractor submitting a bid <br />the written statement either of the reasonable certainty of nondisturbance of <br />asSestos or of any assumption of the presence of'asbestos. <br />With this information in hand, the City has no alternative but to reject all <br />bids received, correct the contrac[ specificationa, and recall for bids for <br />demolition of the buildings. When the new call for bids is prepared, you will <br />receive an invitation ta bid.
