The Notice and Order do not allow or set forth <br />appropriate time periods to complete any repairs that are <br />needed. <br />III <br />Home Care Inc. further protests the actions of Robert <br />K. Royce, Housing Conservation Supervisor, and his subordinates <br />as follows: <br />1. Robert K. Royce and his subordinates, because of <br />personal prejudices and bias, have engaged in a calculated <br />plan of harrassment of Home Care Inc. In accomplishing this <br />end, Robert K. Royce and his subordinates have abused and <br />misused their official power and positions. <br />2. In particular, Robert K. Royce and his subordinates <br />have done or caused to be done the following acts: <br />A. Home Care Inc, properties have been <br />broken into and inspected without permission. <br />B. Robert K. Royce and his subordinates <br />have criminally trespassed on Home Care Inc. properties <br />and caused malicious damage thereto by driving large nails <br />into the doors and leaving the properties open after inspection <br />and consequently subject to vandalism. <br />C. Home Care Inc. properties have been <br />improperly posted as substandard prior to the issuance of <br />a "Notice and Order" and a right to appeal. <br />D. Home Care Inc. properties hs•e been improp <br />ordered vacated in that there has not been issued a "Notice <br />and Order" and the notice posted on the properties has been <br />defective. <br />E.
