FINDINGS OF FACT <br /> 1. The Applicant is ihe owner of the property at 2412 [ast Grand Avenue, Everett, <br /> Washington (subject property). The property is zoned R-2, Single-Family <br /> delached Medium Density and has a Comprehensive Plan designation of 1.3, <br /> Single-Family Detached, 5-10 units per acre. (exhibit 1, sta(f report; Ingalsbe <br /> testimony) <br /> 2. The Applicant has been constructing an addition to the single-family residence <br /> on-site. As part of the improvements to lhe subject property, the Applicant seeks <br /> to construct a detached garage which would be 18' 2" in height. EMC 19.7.020.H <br /> limiis the height of detached garages to 15 feet. Exceptions to this standard are <br /> allowed pursuant to the Applicant satisfying the criieria as set forth in EMC <br /> 19.7.020.K. (exhibif 1, staffreport) <br /> 3. The subject property is a 17,473 square foot lot that abuts a 24-foot wide alley on <br /> the weslern portion of the site. The subject property fronts East Grand Avenue. <br /> The slope of the site is down from the alley to the exis;i�g house at a drop of <br /> approximately six feet. A building permit has been issued for the construction of <br /> a second dwelling to be added to the existing dwelling to create a duplex. No <br /> views are currently impacted by the existing structure. (exhibit 1, staff report; <br /> exhibif 4, narrative statement) <br /> 4. The subject property is in the Riverside neighborhood which has traditional <br /> designs that have created a definite neighborhood character. The ApplicanPs <br /> house is over 100 years old and is designed to reFlect that era. The Applicant <br /> has proposed the detached garage to have a 6/12 roof pitch in order lo reflect the <br /> characier of the 100-year old residence and other neighborhood buildings. In <br /> order for the structure to have the 6/12 roof pitch, the exception to the 15-foot <br /> height restriciion is required. (exhibit 4, narrative statemenf) <br /> 5. If lhe 15-foot height limit were imposed, the pitch of the roof would be 3/12 and <br /> would be different than the character and design of lhe surrounding properties. It <br /> would not be as aesthetically pleasing as the ApplicanCs proposal. (exhibit 4, <br /> narrative statement) <br /> 6. No view obstructions would result irom the proposed project. There would be no <br /> aesthetic impacts on surrounding properties. The neighborhood character of the <br /> site would be retained. (exhibit 1, sfaff report) <br /> 7. The area of lhe proposed garage would be approximately 528 square feet. This � <br /> area is within the allow�ed square footage for detached garages.
