January 9, 1980
$. That the circular drive shown on the site plan be
eliminated and that a minimum 600 square foot area in
the rear yard be provided for children's recreation
area. This area shall be sLrrounded by a wooden fence
-not to exceed 6 feet in height.
6.. That a minimum of 4 off street parking spaces be
provided with a minimum setback of 5 feet from the
property lines. A plan shall be developed for storage
of all clients cars off site, with this plan to be
reviewed and approved by the City Traffic Engineer.
7. A fire hydrant is required within 200 feet of the
building.
8;`.'..That the Everett City Council review the Stop Abuse
operation in two years to determine neighborhood com-
patibility and take one of three actions including:
1) permitting the operation to continue without any
nhdnnn• 71 reauire specific chances in the use to make
compatible with the community; 3) withdraw the
I Special,Property Use Permit due to impacts on the
community that cannot be mitigated by changes in the
'. operation or design of the facility.
:'9. The southern property line where the'existing grade
differential.exceeds four feet shall be regraded to
a slope or retained with a wall or. rockery.
Councilman Pope asked to be excused at this time.
Mr -.'Mike McCarthy, of Stop Abuse, Inc., stated that the criteria is
s that it must not have a serious adverse impact on the surrounding
community. The intention is to make the shelter conform and fit
w in, to run well and as quietly as possible as they do require govern-.
ment funds for operation. Mr. McCarthy said the need for a shelter
is, unquestionable. Presently the victims are sheltered in volunteer
homes.
i
Councilman Baker said it is most important for those receiving the
service that it be anonymous to the community, particularly stressing
fitting in and operating quietly.
Councilman Aldcroft asked if condition k8 could be changed to review
in 1 year and again the 2nd year. He also asked about adding a con-
dition to allow visitors to come to the shelter. fir. McCarthy said
they do not allow visitors and if someone does invite a visitor they
are out of the shelter.
Mr. Gary Lusby, 3916 Grand, spoke in opposition of the shelter. He
did feel it was a good program but felt they should locate on a farm
and be by themselves.
Councilman Baker stated that if Stop Abuse, Inc. relocated from this
address the property use permit would revert to R-1.
Councilman Gipson could not understand the da,igerousness of the
shelter to the conununity and•Mr. Lusby replied that as long as the
address is a known fact a person looking for their spouse could cause
problems in the neighborhood.
Mr. Mike Cashen, of 3920 Grand, also spoke in opposition. He said he
was for the project but is going against it because of the zoning
variance.
