That the circular drive shown on the site plan be <br />eliminated and that a minimum 600 square foot area in <br />the rear yard be provided for children's recreation <br />area. This area shall be sLrrounded by a wooden fence <br />-not to exceed 6 feet in height. <br />6.. That a minimum of 4 off street parking spaces be <br />provided with a minimum setback of 5 feet from the <br />property lines. A plan shall be developed for storage <br />of all clients cars off site, with this plan to be <br />reviewed and approved by the City Traffic Engineer. <br />7. A fire hydrant is required within 200 feet of the <br />building. <br />8;`.'..That the Everett City Council review the Stop Abuse <br />operation in two years to determine neighborhood com- <br />patibility and take one of three actions including: <br />1) permitting the operation to continue without any <br />nhdnnn• 71 reauire specific chances in the use to make <br />compatible with the community; 3) withdraw the <br />I Special,Property Use Permit due to impacts on the <br />community that cannot be mitigated by changes in the <br />'. operation or design of the facility. <br />:'9. The southern property line where the'existing grade <br />differential.exceeds four feet shall be regraded to <br />a slope or retained with a wall or. rockery. <br />Councilman Pope asked to be excused at this time. <br />Mr -.'Mike McCarthy, of Stop Abuse, Inc., stated that the criteria is <br />s that it must not have a serious adverse impact on the surrounding <br />community. The intention is to make the shelter conform and fit <br />w in, to run well and as quietly as possible as they do require govern-. <br />ment funds for operation. Mr. McCarthy said the need for a shelter <br />is, unquestionable. Presently the victims are sheltered in volunteer <br />homes. <br />i <br />Councilman Baker said it is most important for those receiving the <br />service that it be anonymous to the community, particularly stressing <br />fitting in and operating quietly. <br />Councilman Aldcroft asked if condition k8 could be changed to review <br />in 1 year and again the 2nd year. He also asked about adding a con- <br />dition to allow visitors to come to the shelter. fir. McCarthy said <br />they do not allow visitors and if someone does invite a visitor they <br />are out of the shelter. <br />Mr. Gary Lusby, 3916 Grand, spoke in opposition of the shelter. He <br />did feel it was a good program but felt they should locate on a farm <br />and be by themselves. <br />Councilman Baker stated that if Stop Abuse, Inc. relocated from this <br />address the property use permit would revert to R-1. <br />Councilman Gipson could not understand the da,igerousness of the <br />shelter to the conununity and•Mr. Lusby replied that as long as the <br />address is a known fact a person looking for their spouse could cause <br />problems in the neighborhood. <br />Mr. Mike Cashen, of 3920 Grand, also spoke in opposition. He said he <br />was for the project but is going against it because of the zoning <br />variance. <br />
