-16 <br />January'9, 1980 <br />Councilman Gipson stated that the characteristics of the neighborhood will <br />not change. Mr. Cashen replied that the street is highly traveled now and <br />,with more vehicles that this shelter would bring the problem would be <br />greater. Councilman Gipson said they have room for 4 cars at the shelter <br />and the street is not over -impacted with traffic. <br />Councilman Baker felt that the people who signed the petition opposing <br />this shelter were under the impression i'-. was a zoning change from R-1 <br />to R-S. -She said the zoning is R-1 and this application is only a variance. <br />President Overstreet asked if anyone else wished to speak and no one replied. <br />Moved by Councilman Baker, seconded by Councilman Aldcroft, to grant the <br />.request for a Special Property Use Permit to Stop Abuse, Inc., .to review it <br />-in 1 year and again the 2nd year, subject to the Planning. Commission's <br />conditions. <br />Roll was Balled with all Councilmen voting yes, except Councilman Michelson, <br />who voted,lno, and Councilman Pope, who was excused. <br />Motion Carried <br />RESOLUTION - (CB 801-11) <br />Moved by Councilman Baker, seconded by Councilman Gipson, to adopt Resolu- <br />tion No. 173Z as follows: <br />A resolution declaring an emergency to exist and authorizing the operations <br />6 Maintenance Department, Water Division and/or a private contractor,. i:o <br />grade, gravel,. widen, install necessary drainage pipe, log protection, at <br />edge of cave-ins and clean up on the existing road between Olney Pass and <br />Culmback' Dam.. <br />WHEREAS, this entrance/exit road was severely damaged due.to the extremely <br />heavy storm of December 19 and 20, 1979, causing two cave-ins, drainage.. <br />ditch plug -ups and deep rutting, and. <br />WHEREAS, this road to the dam is unsafe for vehicle travel to the dam and <br />in danger of further washouts and/or total destruction, and <br />WHEREAS, it is imperative that City personnel, P.U.D. personnel, Forest <br />Service and others have a safe road for access to the dam on a daily <br />schedule; and <br />1dHEREAS, the estimated cost to temporarily'repair this road before heavy <br />snowfall occurs is approximately $12,000, funded one-half by.the City <br />Water Division and one-half by the Snohomish County P.U.D. No. 1; <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Everett <br />that an emergency exists and that the City of Everett Operations and <br />Maintenance DeparLment,.Water Division, and/or, a private contractor is <br />authorized to perform necessary emergency work, purchase necessary materials <br />for the work and not be required to follow bid procedures to accomplish this <br />work, not to exceed a maximum expenditure of $18,000, one-half to be paid <br />by the City Water Division 1980 budget and one-half to be paid by the <br />Snohomish County P.U.D. No., 1, after completion with known costs. <br />Roll was called with all Councilmen voting yes. <br />Motion Carried <br />
