L1 <br />2. the proposal addresses the existing geological constraints of the site, including an <br />assessment of soils and hydrology; and <br />3. the proposed method of construction will reduce erosion potential, landslide and seismic <br />hazard potential, and will improve or not adversely affect the stability of slopes; and <br />4. the proposal uses construction techniques which minimize disruption of ixisting topography <br />and natural vegetation; and <br />5. the proposal is consistent with the purposes and provisions of this Ordinance; and <br />6. the proposal mitigates all impacts identified in the geotechnical report; and <br />7. all utilities and access roads or driveways to and within the site be located so as to require <br />the minimum amount of modification to slopes, vegetation or geologically hazardous areas. <br />CONCLUSIONS: The following conclusions are based upon the buffer enhancement planting <br />plan and the findings of the geotechnical report prepared by Geotech Consultants, Inc. <br />1. The proposed slope enhancement planting plan will result in the revegetation of 12.5 feet of <br />the buffer area with native type plants that will aide in the retention of the steep slope area <br />and provide a more suitable buffer than the existing maintained lawn. In accordance with <br />the geotechnical report, water from roof runoff, slormwater and foundation drains will be <br />collected and directed to a suitable outfall located away from the slopes. <br />2. The report states that because the site slopes are mostly covered with large trees and dense <br />underbrush, there are little if any signs of soil instability apparent on or near the steep slope within <br />the property, and competent, native soil likely exists at a relatively shallow depth on the western side <br />of the property and that the proposed 23-25 foot setback for the residence is adequate. <br />3. The report states that the excavation and site should be graded so that surface water is directed off <br />the site and away from the tops of the slope. Final site grading in areas adjacent to the house <br />should I`e sloped at least 2 percent away from the building, except where the area is paved. <br />4. Standard construction techniques will not adversely affect the existing topography and grass <br />vegetation of the site than w iat is necessary to construct the proposed residence. The <br />applicant is required to provide erosion and sedimentation controls before and during construction. <br />5. The proposal will be consistent with the purpose and provisions of the City's Zoning Code if <br />the applicant complies with all conditions of this approval and other required City codes not <br />specifically listed herein. <br />6. There should be no impacts if the geotechnical report is followed. <br />
