MITIGAI'ION OF ADVERSE IMPACTS BY SEPA <br />Any gradinglfill on this site shall be done so as tc, not impact the suttounding properties. <br />(SEPA Earth, Land and Shoreline Use Policies.) <br />2. Prior to issuance of any pertnits, the Applicant must pay a mitigaiion fee of S 10.183.00 <br />per the Interim Traffic Mitigation Ordinance No. 1670-89, as amended. (SEPA <br />Transportation PoliciE:s) <br />Hardeson Road is designated as a"Gateway" cortidor in the �iry's General Plan. The <br />General Plan states, "Because Everett wants to develop and promote an attractive image, <br />all entry cocridors into the City should be designated as "Gateways" and standards should <br />be applied to developments along such "Gateways" relating to building design, <br />landscaping, signage, outdoor storage and other sesthetic considerations that will serve to <br />upgrade Everett's image." To meet the intent of the policy, strcet trees must be provided <br />on Hardeson Road, with species approved by the Parks Department. Street trees may be <br />incorpc�rated into the stream corridor enhancement area, and must be planted at 20 feet on <br />center. (SEPA Land and Shoreline Use Policies.) <br />4. Treatment of stortnwater runoff from the paved areas must occur, per City standards, <br />prior to discharge of the stonnwater from the site or to a stream or wetland. (SEPA <br />\"Jater Policies) <br />5. Detention of stortnwater runoff is required per City Standards. At this time, 4.43 acre- <br />fcet of detention storage in the regional stormwater detention facility at Hardeson Road <br />and Merrill Crcek Perkway is available for this project and those adjrcent properties <br />originally involved in the Seaway Center Business Park Binding Site Plan (SEPA #30-90). <br />My stormwater detention roquirements in excess of 4.43 acro-feet (cumulative amongst <br />the remaining undeveloped properties) must be provided on-site. (SEPA Water Policies) <br />6. Fueling facilities, maintenance facilities, and fuel storage tanks shall be designed in <br />accordance with City standards. No physical connection to the stomi drainage system will <br />be allowed for repaidservice bays or fluid dispensing areas. (SEPA Water, Plants & <br />Mimals Policies) <br />Wastewater from steam washing facilities and maintenance faciGties must discharge to the <br />sanitFuy sewer. Authorization from the City's Industrial Pretreatment Program is required <br />for this type of discharge to the sanitary sewer. (SEPA Public Utilities and Water <br />Policies) <br />The peak scwer flow from this site must be limited to 4,000 gallons per day per acre. <br />(SEPA Public Utilities Policies) <br />9. A minimum of 10 feet of Type [I landscaping shall be provided along the entire length of <br />any property line adjoining a designated commercial or industrial property. This <br />landscaping shall be provided outside the 8' high screen fence. The Type II landscape <br />buffer on the north and south sides of the property and along the Hardeson Road frontage <br />shou}d be of sufficient size at the time of planting so that it will soon become an effective <br />visual buffer for the adjoining properties. <br />A request for a Iandscape modi6cation, in accordance with Section 35 of the Zoning Code <br />may be proposed in lieu of providing 10 feet of Type II landscaping on the west side of the <br />property. <br />
