the Jevelopment, reducrd impacts to local hydrology, reduced mzintenance costs, and <br />�:nhanced water availabiliry for other consumptive uses. <br />All piantings in environmentalty sensitive areas and their buffers and in transition <br />area� in SW Everett shall be native species and hybrid natives, including landu:aping <br />required by Chapter 35 of the Zoning Code (perimeter landscaping, landscaping of the <br />parking lot, and inrerior landscaping). The City has a goal that 75°� of new <br />landscaping in the Subarea be native, hybrid natives, or drought-tolerant. Landscape <br />plans should show an actempt to reach this goal unless landscaping with thesc species <br />will not meet the ob,jective of the proposal (e.g., golf driving range, ball fields, eic.). <br />Plants with noted habitat or food value for wildlife should be selected wherever <br />possible. Invasive species shall not be planted. A list of native recommended species <br />is included in A��pendix 3.4.6 of the SW Everett/Paine Ficld Subarea Plan EIS. <br />Where native, hybrid natives and/or drought-tolerant species are planted, permanent <br />irrigation systems shall not I�e required. Temporary irrigation must be provided for <br />two years after planting. (`iEPA Plant and Animal, Warer and Public Services <br />Policies) <br />8. Exotic invasive species must be controlled. English ivy (Hedera heli.r) shall not be <br />planted in the Subarea. Properties must be maintained to eliminate Scot's broom and <br />other invasive species. Trash removal shoulJ occur on at least a semi-annual bas'_ following <br />completion of construction. Developments with hazardous materials on-sire, including fuel tanks, must comply with <br />all applicable local, state and federal requirements. All developments using toxic or <br />hazardous materials must incorporate facilities and procedures for the safe handling and <br />effective monitoring of'toxic or hazardous materials, which include spill entrapment, <br />training, and special nandling, thus reducing the �tential for release of hazardous or <br />toxic materials to the groundwater system.
