12. Application of fungicides, herbicides, insecticides, and fertiliurs is prohibitcd on all <br />sites from January through April when soils are frequently saturated and stortn events <br />generate substantial runoff. (SEPA Water, Plant and Animal and Land and Shoreline <br />Use Policies) <br />13. AI! storm drains must be stenciled with language similar to the following: "Dump No <br />Waste, Drains to (Stream/Wetland/Groundwatery." This reminder is rypically spray- <br />painted on to the ground adjacent to the catch basin with tha use of a stencil. The <br />treatrnent needs to be repeated, approximately annually, when the paint wears off. The <br />developer/owner may either perform the stenciling, or give permission for voluntecr <br />groups to enter onto the property and perform the stenciling. (SEPA Water, Plant and <br />Animal, and Land and Shoreline Use Policies) <br />14. During construction activities, all spills must be contained and removeci in such manner <br />as to prevent their entering the waters and soils of the state. Cleanup of spills shatl <br />take precedence over other work on-site. (SEPA Water, Plant and Animal, and Land <br />and Shoreline Use Policie�) <br />Air Quality and Odor <br />15. All permitted future uses must obtain a Notice of Conswction (NOC) as applicable and <br />use best available control technology. As necessary, air quality studies may be <br />required by PSAPCA in order to obtain permits. <br />Electric Energy <br />16. All power lines carrying a voltage of tess than 15 kV must be undergrounded. (SEPA <br />Land and Shoreline Use Policies) <br />Non-Renewable Resources <br />17. Mining sites mus� comply with the Department of Natural Resources reclamation <br />requirements. Un sites with existing mined slopes which are not subject to DNR <br />regulations, slopes must be remediated to 1.5 horizontal : 1 venical (1.SH:1V), except <br />for glacial till slopes which can be remediated to 1H:1V slope if approved by a <br />qualified geotechnical engineer. All remediated slopes must be covered with top soil <br />material that will suppon vegetation, jute matting or equivalent; and be revegetated <br />with hydroseed, groundcover and shrubs. Constr�ction Phase <br />• Construction equipment and vehiclts must be maintained so they do not leak fuels <br />or lubricants.
