No public testimony was submitted in opposition to the proposal. <br />Jurlsdlction: The Hearing Examiner of the City of Everett has jurisdictional <br />aufhority fo hold a hearing and to issue the decision. That authority is set forth <br />in EMC 2.23.120. Based on the above findinys, the Hearing Examiner enters <br />fhe following conclusions: <br />•� •� <br />The Applicant requested approval of a Special Property Use Permit for <br />the construction of a 26,000 square foot administration building on <br />property at 7000 Hardeson Road, Everett, Washington. The building will <br />serve as the administrative o�ces for Community Transit which provides <br />transit service in Snohomish County and the City of Everett. The <br />ApplicanYs operation and maintenance base is located near the subject <br />property on Hardeson Road. (Finding 1) <br />2. Govemmental o�ce uses and buildings are permitted on the subject <br />property with the use of a Special Property Use Permit. The proposal is <br />compatible with other uses in the M-2, Heavy Manufacturing zone. It is <br />not reasonable for the proposed use to be located in downtown Everett <br />because of the nature of the administrative activity to be done on-site <br />and the location of the maintenance facility for the ApplicanYs busses on <br />Hardeson Road. (Finding 16) <br />3. In order for a Special Property Use Permit to be approved within the City <br />of Everett, the criteria of EMC 19.41.150.0 and EMC 19.41.150.D.1.a <br />must be satisfied. These criteria have been reviewed and are satisfied. <br />(Findings 5 -19) <br />4. The City has a need for the proposed activity. The administrative offices <br />of the Community Transit are needed to ensure a more efficient <br />transportation system within the community. (Findings 5& 16) <br />5. Adequate streets, utilities, and public services are available. (Findings 6 <br />8 7) <br />6. The impact from traffic generated by the proposed use on the <br />surrounding area, the pedestrian circulation and public safety, and the <br />6 <br />
